Subject: Request for Expression of Interest (REOI) for Provision of Consulting Services for Recruitment of a firm to design, implement, and monitor the Blue Enterprise Accelerator: Coastal Aquapreneur Incubation Program (BEA-CAIP) in favor of NaFAA

The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for recruitment of a firm to design, implement, and monitor the Blue Enterprise Accelerator: Coastal Aquapreneur Incubation Program (BEA-CAIP) in favor of NaFAA.

The objective of the assignment: NaFAA has initiated a Blue Enterprise Accelerator: Coastal Aquapreneur Incubation Program (BEA-CAIP) - a business incubation initiative aimed at building a new generation of sustainable fisheries entrepreneurs—"aquapreneurs"—from Liberia’s coastal counties. The program seeks to improve entrepreneurial capacity, promote environmental stewardship, and support the emergence of modern, profitable fisheries-based enterprises.

NaFAA, through the LSMFP Project Implementation Unit (PIU), seeks to engage a qualified and experienced Business Development Services (BDS) firm to design, implement, and monitor the Blue Enterprise Accelerator: Coastal Aquapreneur Incubation Program (BEA-CAIP).

The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.)

The shortlisting criteria includes the following qualifications:

Firm Qualification Requirements and Composition of Key Experts:

  • Proven track record (minimum 8 years) in business incubation, entrepreneurship training, or incubation development. Strong understanding in the fisheries value chain. Experience in fisheries, coastal economies or blue economy sectors is an asset.
  • At least 3 successfully completed incubation or acceleration programs targeting youth, women, or marginalized entrepreneurs, preferably in developing country contexts.
  • Familiarity with Liberia’s coastal regions, livelihood systems, and sociocultural context and prior experience working with Liberian MSMEs or community-based enterprises is an advantage.
  • Proven ability to design and implement gender-responsive and socially inclusive programming, including training
  • Strong expertise in environmental compliance and sustainable business practices.
  • Proven experience in management of such incubation programs, including public awareness and monitoring and evaluation.

The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The proposed key staff listed below will not be evaluated at this stage:

Team Leader/Project Manager, Private Sector Development Specialist, Business Specialist, Fisheries Specialist, Training and Livelihood Specialist

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s policy on conflict of interest. A Consultancy Firm will be selected in accordance with the Quality and Cost-Based Selection Method (QCBS) set out in the Procurement Regulations.
