Request for Expressions of Interest for the provision of Technical Support Services during the construction of the Majuba Rail Project.

This request for expression of interests follows the General Procurement Notice for the Eskom Investment Support Project that appeared in the UN Development Business on 8 July 2010.

Eskom Holdings SOC Limited (Eskom) has received financing from the International Bank for Reconstruction and Development (World Bank) towards the cost of the Eskom Investment Support Project and intends to apply part of the proceeds of this loan toward payments under the contract for the provision of consulting services during the construction of a 68 km long heavy haul electrified and signaled rail line linking the Transnet Freight Rail coal export line near Ermelo town with the existing Majuba Power Station railway siding in Mpumalanga, Republic of South Africa.

The consultant will form part of a third party body providing specialist technical and quality assurance and monitoring services for the construction of the Majuba Rail Project.

The consultant shall provide the following professional specialist services aimed at achieving proper technical and quality assurance and monitoring of the project:

a) High Voltage Electrical Construction Specialist Services (88kV,25kV and 11kV);

b) Railway line Construction Specialist Services;

c) Railway line Welding Quality Specialist Services;

d) Structural Construction Quality Specialist Services;

e) OHTE and Traction Substation Construction Specialist Services;

f) Signalling and Communication Construction Specialist Services;

g) Environmental Control Officer (ECO) Services; and

h) Contract Specialist (FIDIC).

The consultant will serve as an assurance, advisory and monitoring body, thus ensuring that construction contractors comply with industry standards, specifications, practices, license agreements, environmental protection measures and applicable legislation and procedures.

The period of the services is expected to be 19months.

Eskom now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provideinformation indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.).

Expression of Interests (EOIs) from prospective consulting firm should also specify the following information:

• Evidence of business registration in home country;

• Evidence of 10 years experience in engineering, construction, supervision, commissioning and administration of multi-disciplinary railway projects;

• Relevant experience in quality management of multi-disciplinary construction project;

• Relevant experience in the review of the designs for the rail construction; and

• Relevant experience in the interfacing and integration of different rail systems.

Consultants may associate with other firms on joint venture (JV) or sub-consultancy basis to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised Oct 2006 and May 2010).
