Assignment Title: Development of E-Phyto System for Lesotho

Reference No.: ITTL-WB-C003

The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Integrated Transport, Trade and Logistics (ITTL) Project where Component 2: Regional Trade, Integration and Logistics Services is being implemented through CAFI PMU, and intends to apply part of the proceeds for consulting services. One of the consultants required is for Development of E-Phyto System for Lesotho. The assignment is expected to be completed within a period of 3 months.

The Ministry of Trade, Industry and Business Development through the CAFI PMU, now invites interested individuals to indicate their interest in the consultancy. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience for the assignment.

The selection criteria will be based on the following information, inter alia:

  • Hold a minimum of a Postgraduate qualification in an ICT or Computer related field
  • Have at least 10 years of working experience in ICT and proven experience in developing at least 5 technical specifications ICT design projects for business workflow automation.
  • Experience in business analysis, including process mapping and business process redesign, and strong analytical, writing, and communication skills.
  • Experience working with government agencies, international organizations, or private sector entities on trade facilitation projects.
  • Experience in conducting stakeholder engagement, gap analysis, and needs assessments.
  • Experience in government implementation of ePhyto and plant protection solutions will be considered as a significant advantage.
  • Fluency in English Language and good written English

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A candidate will be selected in accordance with the Individual Consultant Selection method set out in Procurement Regulations.
