(CONSULTING SERVICES – INDIVIDUAL CONSULTANT)

- Background
The Government of the Republic of Uganda represented by the Uganda National Roads Authority has received a grant of US$130.8 million from the World Bank towards the cost of supporting its Refugee Resettlement Programme, and intends to apply part of the proceeds to payment of Consulting Services.
The main purpose is to get a communication specialist will provide communications support and assist the project team to formulate and disseminate more and better information about the project under the guidance of Public & Corporate Affairs Department - UNRA
The Uganda National Roads Authority (UNRA) now invites eligible and qualified candidates to apply for the position of Individual Consultant- Communication Specialist Koboko – Yumbe -Moyo Road Project.
- Scope of works
- Situation Analyses and Stakeholder Mapping
Carry out Situation Analysis and Stakeholder Mapping for the project. Work closely with the project teams. Provide a note summarizing the findings of the Situation Analysis and Stakeholder Mapping with clear recommendations that will feed into the communication strategy and hence implementation
- Develop a project Communication Strategy and implementation plan.
Based on the results of the Situation Analysis and Stakeholder Mapping, Develop a communication strategy and implementation plan in line with the existing UNRA standards. The implementation plan should incorporate activities that will enable effective engagement with all the stakeholders in order to create more awareness and understanding about the Project in a timely and cost-effective manner. The consultant will work and guide the UNRA Public & Corporate Affairs team with the project team in implementing the plan developed and approved.
- The final Communication implementation Plan shall include the following:
- Communication activities that will deliver regular and factual messages to all stakeholders about the project
- Detailed communication activities linked to the identified, agreed and documented specific project milestones
- Communication activities that will promote consultations and induce a two-way information flow between the client and stakeholders on project matters
- A framework for responding to misinformation and providing factual information using the most appropriate medium of communication.
- Guidance on internal communication responsibilities, accountabilities and protocols to ensure factual, consistent and effective communication between UNRA and stakeholders
- Any other communication matters that the specialist shall consider important for the successful implementation of the project.
- As part of the Communication implementation Plan the Consultant will:
- Advise the project team on the appropriate framework for promoting and sustaining timely information flow between UNRA, political leaders, the public and particular stakeholders;
- Advise the project team on the content and appropriate communication materials for the implementation of the Communication implementation Plan, such as key messages, op-eds, social media content, factsheets, FAQs, presentations among others;
- Review and provide feedback on communication materials developed by the project team and other consultants on the project to ensure they meet project communication goals and conform to the required standards;
- Guide the project team in organizing appropriate press conferences/briefings, including preparing press releases and talking points among others;
- Support the Project team to monitor and analyze stakeholder information in the media and come up with appropriate responses in a timely manner.
3.0 Crisis Communication Plan
Work with the project team to develop a crisis management framework based on the communication plan and ensure that the project team is well pprepared and can effectively respond to any crisis that may arise during project implementation.
- Internal Capacity Building
Support the project team to build appropriate internal capacity and competence to effectively implement the Communication implementation Plan. Work closely with the client care/community liaison team to build their capacity and enable continuity of the standards set.
- Strategic Guidance
Provide strategic communication guidance to the project team and project consultant teams as and when required, until such a time when the team will be in position to effectively manage on their own.
- Monitoring and Evaluation System
Support the project team to come up with a monitoring and evaluation system that will effectively measure the impact of the Communication implementation Plan, its successful and timely implementation and whether its objectives are being met. This system should include a mechanism of reporting on the agreed metrics regularly.
7.0 Qualifications/ Selection Criteria
The ideal candidate will have experience working in one or more of the following areas: communications, public relations, marketing and stakeholder engagement, including:
- A master’s degree in either Communications, Journalism, Public Relations, Management or a related field (essential).
- A Bachelor’s degree (Hons) in either Communication, Journalism, Marketing, Business Administration or other relevant degree.
- A minimum of 10 years’ experience in communications strategy development in a reputable institution (essential).
- Experience working with diverse stakeholders in an infrastructure development environment.
- Proven social media and networking expertise.
- Essential content writing experience for all media platforms.
Uganda National Roads Authority now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will be in accordance with Section V, Selection of Individual Consultants set out in the Consultants Guidelines.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest.
