Name of Consulting Assignment:Communication consultancy for final SWIOFish3 project reporting and dissemination, incl MFBE website (custodian of outputs)The Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3), which is currently in the last years of implementation, was designed to address many of the challenges facing fisheries and wider blue economy sectors. The Project adopted a novel, blended financing approach, combining conventional World Bank (IBRD) and the Global Environment Facility (GEF) funding facilities with the issuance of the World’s first sovereign Blue Bond, an innovative transaction that mobilized capital markets to finance the country’s blue economy objectives. A Blue Investment Fund (BIF) was capitalised with 80% of the proceeds of the Blue Bond, and is administered by the Development Bank of Seychelles (DBS) as a revolving fund that extends commercial loans to projects that are aimed at sustainably diversifying and expanding fisheries value chains. The remaining 20% of the proceeds of the Blue Bond are being used to capitalise the Blue Grants Fund (BGF) of the Seychelles Conservation and Climate Adaptation Trust (SeyCCAT), which awards grants for activities that are complimentary to the BIF and SeyCCAT strategic objectives, as well as marine conservation and fisheries management activities that align with the objectives of SWIOFish3.The mid-term review of SWIOFish3 indicated good implementation progress and revealed the emergence of positive outcomes and early impacts. Several national initiatives that the project supports, such as the Marine Spatial Planning Initiative, are back on track after delays caused by the Covid-19 pandemic. Successes have been observed in the strengthening of governance and improved transparency in the fisheries sector, capacity building, involvement in research and development for community-based solutions, and investment in emerging blue economy value chains. As the project enters its final year of implementation, there is a need to share stories of success and enhance access to and use of project outputs. To this end, the Department of Blue Economy (DBE) is seeking a firm or an institution to undertake the role of communicating and disseminating information on activities funded by the project, their key outcomes and impacts, and recommendations for further action in support of improved governance of oceans, fisheries and blue economy. The assignment will also include modification of the relevant websites to ensure that project outputs remain accessible post-closure.The specific objectives of the assignment are:The objective of this consultancy assignment is to ensure that the key outputs, outcomes and impacts of SWIOFish3 are effectively packaged and accessible to a wide range of target audiences, both nationally and internationally, in order to promote continued uptake, knowledge sharing and learning.Qualification, Skills and Experiences RequiredFor this assignment, the Department of Blue Economy is seeking to recruit a consultancy firm with the following profile and specific qualifications:• The firm’s profile should demonstrate proven experience (at least 10 years) in developing and delivering communication strategies/plans to reach a broad range of target audiences, as evidenced by the firm’s portfolio and references.• Proven experience of the firm in developing and delivering communication strategies/plans for scientific or technical content will be considered advantageous• Core team members of the consultancy firm should include the following;• Communication expert holding a postgraduate degree in communication studies, marketing, public relations or related subject and with at least 10 years proven experience in developing and delivering communication campaigns.• Expert in graphic design and media development holding a Bachelor’s degree in a relevant subject and with at least 5 years proven experience in producing high quality media content and materials• Scientist holding a postgraduate degree in fisheries science, marine biology, natural resource economics or related subject and with at least 10 years proven experience in scientific reporting. Experience in communicating scientific information to non-technical audiences and at the science-to-policy interface would be highly advantageous.• All experts should possess a high degree of computer literacy and report writing skills• Experts should possess good interpersonal and soft skills and be able to communicate effectively with different stakeholders• Full proficiency in English is a requirement; knowledge of Seychellois Creole would be an advantageApplication processExpressions of Interest (EOI) shall consist of a cover letter, company profile and Curriculum Vitae of Experts.
