REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR AN INDIVIDUAL CONSULTANT TO CONDUCT A DETAILED FUNCTIONAL REVIEW OF THE SOUTH SUDAN ANTI-CORRUPTION COMMISSION (SSACC)

  • Background

The Government of the Republic of South Sudan, through the Ministry of Finance and Planning (MoFP) has received grants from the World Bank (WB) towards the cost of implementing various Public Financial Management reforms under the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.

One of the key project interventions is to conduct a comprehensive organizational functional review of the Antic-Corruption Commission (SSACC). The functional review will provide relevant information on how the Commission should be strategically reorganized and repositioned to effectively deliver on its mandate.

It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to conduct a comprehensive functional review of the South Sudan Anti-Corruption Commission (SSACC) to strategically reposition the institution to effectively execute its redefined mandate.

  • Scope of Work and Responsibilities:

The proposed functional review will assess the functional effectiveness and efficiency of existing capacity and identify gaps, in the organizational structure (institutional and operational aspects), service functionality, departmental capacities, productivity, and human resources, including individual staff skills. The ultimate output of the assignment will be a final functional review report with a proposed organizational structure for the Commission that is efficient and functionally effective.

2.2.1 Review of SSACC Mandate

  • Review mandate of SSACC and its compliance with the amended Anti-Corruption Act, and other relevant laws, regulations, policies, strategies, and national development strategy (NDS).

2.2.2 Legal Framework

  • Examine the South Sudan Anti-Corruption Act and other relevant legal frameworks governing the SSACC's operations.

2.2.3 Technical Policy and Strategic Guidelines

  • Identify and analyze gaps in current sector strategic documents and plans for developing anti-corruption resources and interventions.

2.2.4 Functions

  • Assess the clarity, alignment, and effectiveness of the SSACC's current functions as outlined in the Anti-Corruption Act.

2.2.5 Institutional Effectiveness

  • Asses the efficiency and effectiveness of the departments of all departments under the SSACC in exercising their current mandates;
  • Recommend revisions to the organizational structure of the SSACC.

2.2.6 Organizational Functional and Pay Structures

  • Review the SSACC's current organizational structure, including its staffing levels, reporting lines, and internal divisions responsible for different functions.
  • Identify potential areas for improvement in the organizational structure, such as streamlining reporting lines, optimizing staffing levels, or establishing specialized units to address specific corruption risks.

2.2.7 Capacity/Skills

  • Evaluate the skills and qualifications of the SSACC's staff, including investigators, prosecutors, and public awareness officers and evaluation of overstaffing or understaffing situations with the identification their influence on the performance of the SSACC as an institution;

2.2.8 Coordination, Communication, and Linkages

  • Review the mechanisms and processes established for coordination between the SSACC and other relevant stakeholders, including government agencies, law enforcement bodies, civil society organizations, and the private sector.

2.2.9 Facilities and Equipment

  • Assess of the availability of equipment, financial resources (budget and effective disbursement) and office facilities and the influences of the shortcomings on the institutional efficiency and quality of the services.

The Consultant will provide technical guidance and hands-on support to the South Sudan Anti-Corruption Commission to strengthen its capacity by

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

  • Selection Criteria:

Selection shall be based on the qualifications and experience of the candidate and followed by an interview. The qualifications and experience required for shortlisting include:

  • At least a master’s degree in strategic management, organizational development, human resource management, management, public policy, public administration, economics, law, political science, development studies, or related discipline.
  • At least 10 years’ experience in public sector management working on one or more of the following: capacity development, public sector reforms, public sector functional review or other similar processes which involve drawing of lessons learned from these experiences in the developing country context of Africa.
  • Minimum of 10 years of working experience on issues related to organizational development or institutional strengthening for the public or private sector.
  • At least 5 years working in the public governance and justice sectors, particularly with anti-corruption institutions, public prosecution authorities/agencies, etc. at strategic and policy level.
  • Demonstrated experience in conducting at least two (2) public sector capacity assessments or functional reviews in the last ten (10) years.
  • Demonstrable experience of facilitating at least two (2) functional restructuring or reorganization of public sector institutions.
  • Demonstrated excellent command of spoken and written English. Fluency in Arabic will be an added advantage although not essential; and
  • Experience in countries emerging out of conflict or fragile states; and
  • Ability to work under pressure with tight deadlines in a multicultural environment, including the ability to integrate feedback from team members and stakeholders.
  • Excellent interpersonal and diplomatic skills

The shortlisted candidates will be invited for an interview. The consultant will be required to possess the experience, skills, and competencies listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months before the date of the advert, and (ii) their employment will not create a Conflict of interest.

  • Duty Station and Duration:

The functional review is expected to be completed within 65 days from commencement.

  • The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
  • A Consultant will be selected per the Individual consultant selection method set out in the World Bank’s Procurement Regulations.
  • The MoFP now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
