(CONSULTING SERVICES – INDIVIDUAL SELECTION

  • BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Individual Drivers

  • OBJECTIVE OF THE ASSIGNMENT

To provide transportation services for the project team. The incumbent will be responsible for ensuring the safe operation and maintenance of project vehicles while providing timely and efficient transportation for project staff, visitors, and goods.

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Safe Driving Practices: Operate project vehicles in strict compliance with traffic laws and regulations, ensuring safe and defensive driving at all times.
  • Vehicle Maintenance: Conduct routine vehicle inspections to ensure all vehicles are in optimal working condition, promptly reporting any maintenance or repair needs to management.
  • Transportation Services: Provide transportation for staff, visitors, and project-related goods, ensuring timely and safe arrivals as directed by management.
  • Logistics Support: Assist with logistics-related tasks, including the pickup of supplies, delivery of packages, and coordination of transportation as required.
  • Time Management: Effectively manage time to ensure that all transportation schedules are adhered to, including pickups, drop-offs, and delivery deadlines.
  • Communication: Maintain open and proactive communication with management, team members, and visitors regarding transportation schedules and any issues or changes that may arise.
  • Confidentiality: Uphold the confidentiality of project-related information and respect the privacy of all employees and visitors.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications and Experience

  • Valid Driver’s License: Must possess a valid driver’s license with an exemplary driving record.
  • Driving Experience: A minimum of 5 years of professional driving experience, ideally within a corporate or project-related environment.
  • Vehicle Knowledge: Basic understanding of vehicle maintenance and repair procedures.
  • Communication Skills: Strong communication and interpersonal skills, with proficiency in English as the official language of communication.
  • Professionalism: Demonstrated ability to work in a professional manner, with a focus on punctuality, reliability, and safety.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects- operations/products-and-services/brief/procurement-new-framework.

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of 12 months, subject to a 3-month probation period
