(CONSULTING SERVICES – INDIVIDUAL SELECTION)
BOTSWANA INTEGRATED TRANSPORT PROJECT: LOAN NO. 7713-BW
Assignment Title: Transport Modeler for the Botswana Integrated Transport Project (BITP)

Background
The Government of the Republic of Botswana has received financing from the World Bank (WB) toward the cost of the Botswana Integrated Transport Project (BITP), and intends to apply part of the proceeds for consulting services. The BITP is aimed at improving the management of the transport sector. The initiative covers all transport modes and aims to promote better integration across the various transport subsectors and with the other economic sectors and promotes regionalization. Modernizing the entire transport system will require modern operational capacity in public administration, transport sector management, the building of implementation and maintenance capacity, improvement of the interregional transport infrastructure and increased private sector participation.
National Multimodal Transport Master Plan (NMMTMP)/ Greater Gaborone Transport Master Plan (GGMMTMP)
The NMMTMP/GGMMTMP started in 2014 and is expected to finish in 2018, it will provide the main tool for transport planning in the country. It covers all modes of transport and regional as well as national transport. The planning horizon is 2036 to align with the National Vision 2036 of Botswana. The work on the plans is entirely outsourced to consultants. The aim of the assignment is to set up a process in plan preparation and not only to prepare one plan.
Transport Modelling
One of the main NMMTMP/GGMMTMP tasks is the preparation of Multi-Modal Transport Demand Forecasting Models for each plan. The two models are also being prepared by the consultants who are engaged by the Ministry of Transport & Communications (MTC). The models that are being developed are proprietary to the transport modelling sub-consultant involved in the planning project. Because of this the model is likely not to have the requirements needed for expediting a standardised national transport modelling resource.
Transport Modelling Capacity
The MTC is expected to set up a new Department/Unit of Transport Policy and Planning (DTPP) within which there will be transport modelling Unit (TMU). The new unit will have the functions of transport modelling and transport database management with the internal capacity to provide related services to the rest of the sector. This would considerably enhance the planning capacity in line with the objectives of the BITP.
Education and Training
Currently there are no courses in transport modelling in Botswana and graduates in urban and physical planning as well as in civil engineering have no knowledge or skills in the subject. The current situation also compels the Government to continuously procure concomitant services from the consulting industry. Therefore, equipping the University of Botswana to carry out such training would be a step in the right direction in capacity building.
Assignment Objective
The objective of the assignment is to set up sustainable national transport modelling processes to implement the NMTMP and GGTMP.
Specific Objectives
The specific objectives that needs to be achieved in this assignment are set out below:
- To review in detail the transport demand modelling prepared by the consultants engaged in preparing the NMMTMP/GGMMTP and ensure that it is fully compliant with the scope of work that is defined for the modelling in the terms of reference.
- To evaluate all of the most widely used transport modelling applications globally available and recommend the best model that meets the needs of Botswana; to assist in its procurement, install the application in new hardware and transfer the NMMTMP/GGMMTMP modelling data to the new application. (Note that a procurement budget is provided)
- To provide and train counterpart staff in the use of the model and technical assistance to various users to apply the model to elaborate certain key projects that are planned and ongoing.
- To provide Technical assistance for setting up transport sector information systems, database and GIS initiated collectively known as the National Transport Database (NTDB) in the NMMTMP process, to provide current information on status and performance of the transport system and ensure they fully interface with the transport model.
- To provide Technical Assistance for setting up the transport modelling team, including procedures for data management and information sharing.
- To support the recruitment process for transport modellers and provide on the job training.
- To prepare training manuals for transport modelling that can be shared with other stakeholders such as Gaborone City Council and University of Botswana.
- To provide Technical Assistance in the whole process of the establishment a transport modelling team to implement the NMMTMP and GGMMTP following their adoption by Government. This shall include support to preparation of subsectors strategies, elaboration of the programmes contained in the Master Plans and application to demand forecasting for some specific projects.
Qualification Requirements
The individual should be a transport modelling expert. The minimum qualifications shall be a Masters’ Degree in transport planning, management or modelling or equivalent from a recognized training institution. The expert must have a minimum of 10 years of experience in transport modelling of which 5 years must include national transport modelling and urban transport modelling. The expert must also have demonstrable technical assistance and training skills. Ideally 3 years of experience shall be in developing countries. Experience in donor funded projects will be an added advantage.
Duration
The duration of the assignment shall be twenty-four (24) calendar months. Extension of the assignment shall be the prerogative of the Client subject to satisfactory performance and availability of funding and/or project activities have been completed.
The Ministry of Transport and Communications now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest should include the following information which will form the basis for shortlisting: Curriculum Vitae including but not limited to; i) Qualifications obtained, ii) Previous experience including experience of at least two (2) assignments each with a scope and nature similar to what is required under this assignment during the last 10 years, iii) A summary of similar assignments undertaken, iv) A summary of assignments undertaken in the project country and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out, and v) experience in donor funded projects.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
