  • `The Republic of Guinea-Bissau has received financing from the World Bank toward the cost of West Africa Regional Digital Integration Program (WADIP) Guinea-Bissau, and intends to apply part of the proceeds toward payments under the contract [1]for PPP for the Design, Construction, Operation and Maintenance of the National Fiber-Optic Backbone Network of the Republic of Guinea-Bissau [2].
  • The West Africa Regional Digital Integration Program (WARDIP) Guinea-Bissau intends to initially select Applicants for the PPP for the Design, Construction, Operation and Maintenance of the National Fiber-Optic Backbone Network of the Republic of Guinea-Bissau, WARDIP-W-002-2025, described as follows:

The Government of Guinea-Bissau, with World Bank support, is seeking private sector participation to develop a NATIONAL OPTICAL FIBRE BACKBONE that will drive digital transformation, enhance connectivity, and support inclusive economic growth.

After the Request Proposal Selection, the selected investor will be granted an exclusive license for wholesale telecommunications service provision through the national backbone.

It is expected that the Request for Proposals will be made in Jun 2026.

  • Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.
  • Interested eligible Applicants may obtain further information from the West Africa Regional Digital Integration Program GW; Aníbal Fernando Braima Delgado Balde; Email address : [email protected] Cc: [email protected]; [email protected] and inspect the bidding document during office hours 09h00 to 17h00 hours at the address given below: Bairro Penha «Bra», Trás de «Obras de Nino», City : Bissau, Country : Guinea-Bissau. A complete set of Initial Selection documents in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of one hundred 100 US$. The method of payment will be:

4.4. Payment by Bank Transfer

bidder may make payment by bank transfer to the Project’s designated bank account. The bank account details will be provided upon request or indicated in the Invitation for Bids. Any bank charges related to the transfer shall be borne by the bidder. Proof of payment shall be submitted prior to or at the time of collection of the Bidding Documents.

4.5. Payment in Cash

Payment may also be made in cash, during official working hours, at the Project Headquarters.

Upon payment, an official receipt shall be issued by the Project, which shall serve as proof of purchase of the Bidding Documents.

The document will be transmitted to interested bidders by email, subject to the following conditions:

4.6. Written Request

The bidder shall submit a written request by email to the Project’s official email address indicated in the Invitation for Bids, providing:

· the name of the company,

· the full address,

· the name and contact details of the designated contact person.

4.7. Proof of Payment

The bidder shall attach to its request a valid proof of payment of the non-refundable fee for the purchase of the Bidding Documents, in accordance with the payment methods specified in the Invitation for Bids.

4.8. Transmission of the Bidding Documents

Upon verification of the payment, the Project shall transmit the Bidding Documents by email, in electronic format (PDF or equivalent), to the email address provided by the bidder.

4.9. Acknowledgement of Receipt

The bidder shall confirm, by return email, the receipt of the Bidding Documents. In the absence of such confirmation, the Project shall not be held responsible for any failure in the receipt of the documents.

4.10. Limitation of Liability

The Project shall not be liable for any delays, failures or errors in electronic transmission due to email system limitations, security filters, file size restrictions, or incorrect email addresses provided by the bidder.[3]

  • Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below 10hr00 GMT on 05 May 2026 . Late applications may be rejected.

[1] Substitute with “contracts” where Proposals are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: “Initially selected Applicants may submit Proposals for one or several contracts, as further defined in the RFP Document.”

[2] Insert if applicable: “This contract will be jointly financed by [insert name of co-financing agency]. Procurement process will be governed by the World Bank’s Procurement Regulations.”

[3] The delivery procedure is usually airmail for overseas delivery and surface mail or courier for local delivery. If urgency or security dictates, courier services may be required for overseas delivery. With the agreement of the World Bank, documents may be distributed by e-mail, downloading from authorized web site(s) or electronic procurement system. Initial Selection Document (in Read Only form) should to be posted on the Employer’s web page, if available, for inspection by prospective Applicants.
