Contract Title: EOI-MOF-WB-03-2019
The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP).The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services to Consultancy Services for IT Audit of the PFMS Function
The objective of the assignment is to undertake a systems audit of the PFMS i.e undertake an IT risk assessment , undertake an independent assessment of efficiency and effectiveness of the design and operation of internal controls and operating procedures of the PFMS modules and the identification of application-related issues that require attention and undertake the review of PFMS system usage and utilization.
The successful consultants will be expected to deliver the following among others : -

- Systems Audit report (inclusive of PFMS expansion activities, interfaces, payroll system, and change management program)
- IT Risk Assessment Report
- Security Policy
- Gap analysis for International standards compliance (ISO 2700x, CoBiT)
- Recommendation of corrective activities along with their implementation schedule
- Specific recommendations to improve PFMS utilization, daily monitoring of users and transactions , and possible options to reduce license and annual maintenance fees .
The estimated period of execution is 4 months (16 weeks).
- The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible consultancy firms to indicate their interest in providing these services. Interested consulting firms should demonstrate a minimum of 10 years of consulting experience in similar ICT assessments and audit assignments.
. Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria is :-
- Evidence of company registration;
- Statement of capability, relevant experience and roles in the proposed projects;
- Similar assignments undertaken in similar conditions by type and cost;
- Availability of appropriate skills among staff ;
Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Rules and procedures for the use of consultants Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers
