Assignment Title: Engagement of a Technical Assistant to undertake the needs assessment for the Zambian Transport Sector for Capacity Building

The Government of the Republic of Zambia through the Ministry of Transport and Logistics, has received financing from the World Bank towards the cost of the Transport Corridors for Economic Resilience Project and intends to apply part of the proceeds towards the engagement of an individual consultant to serve as a Technical Assistant to undertake the needs assessment for the Zambian Transport Sector for Capacity Building.

The consulting services will be to conduct detailed needs assessment in order to identify critical gaps in skills and knowledge to inform the design and implementation of targeted capacity-building initiatives and further, to develop a comprehensive capacity-building plan. The period for the Consultancy Services shall be six (6) months. The outcome of the project is expected to yield actionable insights for immediate improvements and serve as a foundation for long-term strategic planning and investment in capacity development initiatives.

The Ministry of Transport and Logistics now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The qualifications / criteria for selecting the Consultant is found in the Terms of Reference which include among others the following:

  • A minimum of a university master’s degree (PhD will be an added advantage) in Human Resource Management, Organizational Development, Public Administration, Business Administration, Social Sciences, Education, or a related field is required with a minimum of 15 years of proven track record in conducting capacity and training needs assessments;
  • Evidence of having undertaken and completed minimum of six (6) similar assignments or related in scope out of which two (2) must be within the African continent; and
  • The successful candidate will be required to spend the entire six (6) months in Zambia while carrying out this assignment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
