The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Public Financial Management Enhancement Project (PFMEP).The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services to Conduct Job Evaluation, Grading and Career Path Development for the Staff of the Auditor General.
The objective of the project is to undertake a comprehensive review and evaluation of all the Audit Office positions to ensure alignment of the structures, functions and salary scale, taking into account the basic concept of equal pay for equal value of work as well as addressing inequalities and disparities in similar job functions. Reviewing the current organization structure and coming up with a new structure that is aligned to the grades.
The successful consultants will be expected to deliver the following among other : -
- Review and update, current job descriptions and person specifications
- Develop a Strategy Paper or Handbook on Audit Office job evaluation process
- Develop and deliver training materials to train the OAG management staff and Job Evaluation team and build their capacity on Job Evaluation.
The estimated period of execution is 5 months.
The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible consultancy firms to indicate their interest in providing these services. Interested consulting firms should demonstrate a minimum of 5 years in conducting job evaluations, grading and career path development particularly with staff of the Auditor General. Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria is :-
- Evidence of company registration;
- Statement of capability, relevant experience and roles in the proposed projects;
- Similar assignments undertaken in similar conditions by type and cost;
- Availability of appropriate skills among staff ; and
Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Rules and procedures for the use of consultants Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers
