REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR INDEPENDENT ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR WATER INTAKE ON SHIRE RIVER, WATER TREATMENT WORKS, PUMP STATIONS, PIPELINES AND RESERVOIRS

- BACKGROUND
This request for expression of interest follows the General Procurement Notice for Second National Water Development Project (NWDP) II that appeared in the UN Development Business; issue no. WB 2263 of 25th May 2011.
Blantyre Water Board's (BWB) main source of raw water is at Walker's Ferry on Shire River situated 45 km west of Blantyre, which supplies approximately 90%of the Board's potable water. The other source is Mudi Dam which is located within Blantyre City. The water produced by these works is currently inadequate to provide a continuously pressurized supply to most of the Blantyre Water Board Supply Area.
After noting these challenges, Government initiated engineering studies in 2001 with support from the International Development Association (IDA) of the World Bank. The studies analyzed the Water supply scheme in terms of technical and operational efficiency and adequacy to meet demand to the year 2020. The studies further defined physical infrastructure expansion and improvement requirements to be included in the BWB Development Project. One of the major findings was that the demand for water in theBlantyre Water Board supply area will continue to increase. The demand was predicted to reach 107,800 m3 /day by 2020. The study therefore recommended development of additional sources ofwater to meet the demand.
- OBJECTIVE OF THE ASSIGNMENT
The main objective of this consultancy is to conduct a detailed independent ESIA for the new intake and the bulk water infrastructure to ensure that requisite environmental and social mitigation measures commensurate with national and international standards are recommended. The ESIA will provide useful information on how the selected newwater source may be designed and planned to avoid or mitigate negative impacts and to better capture anticipated environmental and social benefits
Specifically, the ESIA will include:
a) A detailed, diagnostic Environmental and Social Impact Assessment that targets the key project-specific issues;
b) Preparing an Environmental and Social Management Plan (ESMP), including a Monitoring Plan; and
c) Prepare a Resettlement, Livelihood Restoration/ Compensation Action Plan,
The full scope of the assignment is contained in the detailed Terms of Reference which will be circulated to interested consultants.
- EXPECTED DURATION
The consultancy assignment is for a period of not longer thantwelve (12) months.
- EXPRESSION OF INTEREST
The Ministry of Water Development and Irrigation now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services. The short listing criteria are;
4.1. Experience in carrying out Environmental andSocial Impact Assessments for water infrastructure
4.2. Experience in preparation of Resettlement and Livelihood Restoration Plans
4.3. Experience in preparation of Conflict Management Plans
4.4. Experience with World Bank Safeguard Policies and/or International Finance Corporation (IFC) PerformanceStandards
4.5. Experience in the sub-saharan region
Consultants may associate with other firms in the form ofa joint venture or a sub-consultancy to enhance their qualifications.
Interested Consultants may obtain further information and full Terms of Reference (ToRs) from theaddress in 7 below from 08:00 to 16:30 hours from Monday to Friday.
- SELECTION OF CONSULTANT
The consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated January 2011.
- SUBMISSION OF EXPRESSION OF INTEREST
Expressions of Interest clearly marked "Expressionof Interest for Consultancy Services for Independent Environmental and Social Impact Assessment forWater Intake on Shire River, Water Treatment Works, Pump Stations, Pipelines and Reservoirs " must be delivered in three (3) copies to the Ministry of Water Development and Irrigation at the address in 8 below by 31 July, 2013.
