• The Guinea-Bissau has received financing from the World Bank toward the cost of the West Africa Regional Digital Integration Program (WADIP) Guinea-Bissau, and intends to apply part of the proceeds toward payments under the contract for Equipment to establish the National GovCloud for Guinea-Bissau.

• The West Africa Regional Digital Integration Program GW now invites sealed Bids from eligible Bidders for Equipment to Establish the National GovCloud for Guinea-Bissau: High-performance Servers, Storage Arrays, Backup Servers… This contract includes Related Training Services, the goods and services will be delivered, installed and executed in Bissau, Guinea Bissau.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” from the World Bank September 2023 Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• 4. • The bidding document in English may be purchased free of charge by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email address. On demand the tables in the RFB be will be available in world version,

• Bids must be delivered to the address below Bairro Penha «Bra», Trás de «Obras de Nino», City: Bissau, Country: Guinea-Bissau on or before 29 April 2025 at 10:00 local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Bairro Penha «Bra», Trás de «Obras de Nino», City: Bissau, Country: Guinea-Bissau on 11:00 local time. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

• All Bids must be accompanied by a Bid security of 40 000 USD.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
