  • The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone Land Administration Project (SLLAP) and intends to apply part of the proceeds toward payments under the contract for the procurement of Twenty-two (22) vehicles comprising: 4No Full-size Cross-Country Station Wagons; 11No Hardtop Cross-Country Station Wagons; and 7No Double Cabin Pickups.
  • The Ministry of Lands, Housing and Country Planning (MLHCP) now invites sealed Bids from eligible Bidders for the Supply and Delivery of Twenty-Two (22) Vehicles comprising: 4No Full-size Cross-Country Station Wagons; 11No Hardtop Cross-Country Station Wagons; 7No Double Cabin Pickups to the premises of the Ministry of Lands, Housing and Country Planning (MLHCP), Freetown within eight (8) weeks.
  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised November 2017, August 2018, November 2020 and September, 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from the Project Coordinator, SLLAP office located at the MLHCP, 3rd Floor Youyi Building Brookfield’s, Freetown, and inspect the bidding documents during office hours (0900 to 1700 hours Sierra Leone time) at the address given below.
  • The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United State Dollars (USD 100) or equivalent amount in a freely convertible currency acceptable to the purchaser. The method of payment will be electronic Bank transfer (No Cash or Cheque payment is allowed at the Project Office). The document will be sent by a courier in hard copy via email in soft copy or collected in person by the interested bidder.

  • Bids must be delivered to the address below on or before 1200 hours Sierra Leone time on 15th November 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Friday 15th November 2024 at 1200 hours Sierra Leone time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  • All Bids must be accompanied by a Bid Security in the amount Thirty Thousand United State Dollars (USD 30,000) or its equivalent in a freely convertible currency acceptable to the Employer. The Bid Security shall be denominated in the currency of the Bid.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
