Subject: Request for Expression of Interest (REOI) Supervision of Works for the Re-Construction of the Klay Hatchery Facility

The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for the supervision of the construction of Klay Hatchery in Bomi County. NaFAA envisions the development and rehabilitation of the Klay hatchery, one of the government-run hatcheries, as a suitable fish hatchery model and aquaculture research center equipped with a standard laboratory for conducting research on fish feed, fingerling production, testing water quality, fish disease, etc.

The objective of the assignment is to contract a consultant to supervise the reconstruction contracts of the Klay Hatchery executed by Contractors and, in addition, provide the associated services during the required six-month Defects Liability Period (DLP) hereafter termed as the “Supervision Phase”.

The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.)

The shortlisting criteria includes the following qualifications:

Firm Qualification Requirements and Composition of Key Experts:

It is expected that the recruited firm for the required services shall have at least 10 years general experience in designing and implementing various projects with at least seven (7) years of specific experience in designing and implementing aquaculture projects, hatcheries, water parks, swimming pools of which one is an aquaculture project that used an RAS system which was donor funded.

It is estimated that a total of 120 person-months of key professional time for the Supervision Phase will be required. The Key Staff expected for the services includes a Project Manager cum Sr. Structural Engineer, one Electrical Engineer, one Civil Engineer, one Geodetic Surveyor, one Quality Control Engineer, one Environmental Officer, one Health & Safety Officer, Social and Gender Officer, four Civil Engineers/ Clerk of Works, in addition to other non-key staff. All Staff members must be proficient in the English language and computer literate in applications related to reporting as per their areas of specializations.

The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The proposed key staff listed below will not be evaluated at this stage:

Health and Safety Officer, Social & Gender Officer, Civil Engineer/Clerk of Works

A Consultancy Firm will be selected in accordance with the Quality and Cost-Based Selection Method (QCBS) set out in the Procurement Regulations.
