Name of Consulting Assignment:Development of a Fisheries Information Management System for the Seychelles Fishing AuthorityThe Seychelles Fishing Authority (SFA) is the primary national institution for fisheries data collection, management and dissemination. Seychelles has well-developed fisheries monitoring systems, which can generate robust datasets that are widely used for stock assessment and deriving statistics for management. However, the monitoring systems and their reporting outputs are fragmented and information is not disseminated in user-friendly formats. Consequently, basic fisheries information remains out of the public domain or difficult to access in Seychelles. Without such information, the quality and credibility of decision-making can be undermined, while the prospect of effective oversight and accountability diminishes.Fisheries information management systems (FIMS) are now applied in many fisheries contexts in an effort to improve access to information. The purpose of FIMS is to provide online access to fisheries data to everyone. SFA FIMS main purpose is to provide access to processed fisheries data and summarised administrative data to anyone with the required access rights. Currently SFA published a Statistical Report on its website on a bi-annual basis. FIMS will allow SFA to publish the same data from the report in a timelier manner. FIMS will be updated with processed data as when the data is processed for the different fisheries. The users will be able to use available online queries to query FIMS to obtain their desired output in forms of table, graphs, maps and dashboard as required. No data entry will be performed directly in FIMS. Data from various SFA data management system will be updated into FIMS using automatic data extraction script or other tools design by the consultant under this project.The objective of the assignment is:To develop a fully functional fisheries information management system (FIMS) that provides access to fisheries sector information and reporting functionality according to a range of stakeholders needs.Consultants Qualifications and Experience:For this assignment, the Seychelles Fishing Authority is seeking a company and team that meets the following profile.• Company profile demonstrating:• At least 10 years’ experience in developing FIMS;• Proven experience in developing FIMS for small-scale fisheries and data-limited fisheries will be highly advantageous.• At least four key experts that meet the following:• A key expert holding a master’s degree in the marine sciences with at least 10 years of proven experience in fisheries science and management;• A key expert holding a Bachelor’s degree in web-based programming and design and at least 10 years of proven experience in developing FIMS;• A key expert holding a master’s degree in economics or related fields and at least 5 years of proven experience in natural resource economics;• A key expert holding a Bachelor’s degree and at least 5 years of proven experience in developing training guides, educational and communication materials related to environmental or natural resource management fields;• All team members with strong analytical, report writing; communication and facilitation skills, and• Full proficiency in English is a requirement.Application process:The Seychelles Fishing Authority (SFA) is now inviting consultancy firms to indicate their interest in providing the services.
