| Name of Consulting Assignment: | Upgrading of Seychelles Fishing Authority’s Fisheries Data Processing System and the Development of Reporting ToolsA primary focus of the fisheries sector is to improve governance of priority fisheries, including the adoption of co-management plans and rights-based approaches that are informed by robust management advice. Hence, the need for SFA to improve data collection and analysis of statistical data and other information on fisheries, fishing related activities and aquaculture.Since January 2017, SFA has implemented a revised data collection system for the artisanal fishery in addition to using a new data capture software, the ‘Système d’Information Halieutique (SIH)”. The SIH system is an adaptation of the same system used by IFREMER France, who worked in collaboration with SFA to review the whole system of data collection, processing and reporting for the Artisanal Fisheries.The Seychelles Fishing Authority (SFA) is now recruiting a company to upgrade its data processing system, develop new scripts in R programing language to process data, and to develop automatic reporting tools for its domestic fisheries.The objectives of the assignment are:(i)To estimate spatial and temporally-disaggregated fisheries production for monthly and annual fishery statistics(ii)To process fisheries, biological and economic data for statistical analysis and reporting obligations(iii)To improve spatial and temporal visualizations of fisheries data(iv)To develop automated quarterly and annual reports.For this assignment, Seychelles Fishing Authority is seeking a company that can provide consultant(s) with the following profile and specific qualifications:•Company profile demonstrating:• at least 10 years’ experience in developing fisheries data management software and data processing tools• experience in small scale fisheries will be highly advantage•Team composition: At least two Key experts:• Holding Master’s degrees related to this assignment;• Having at least 5 years of demonstrated experience in R;• Having demonstrated experience in GIS software;• Having demonstrated experience in fisheries data management software;• Having strong analytical, and report writing skills;• Having strong communication and facilitation skills;• Full proficiency in English is a requirement.SFA is now inviting consultants to indicate their Expression of Interest in providing this consultancy service. Expressions of Interest (EOI) shall consist of a cover letter, profile of the company with examples of past related work and curriculum vitae of core team member(s). The deadline for submission of EOI is Tuesday 7th July at 15h 30. The submission should be clearly marked using the subject line “Upgrading of Seychelles Fishing Authority’s Fisheries Data Processing System and the Development of Reporting Tools’”.
