  • The Ministry of Lands, Housing and Country Planning (MLHCP) has received financing from the World Bank in the form of Grant toward the cost of the Sierra Leone Land Administration Project (SLLAP) and intends to apply part of the proceeds toward payments under the contract for the service of firm for the preparation of Asbestos Management Plan (AMP) and Act as independent oversight supervisor during the implementation phase.
  • The Ministry of Lands, Housing and Country Planning (MLHCP) now invites sealed Bids from eligible Bidders for the service of firm for the preparation of Asbestos Management Plan (AMP) and Act as independent oversight supervisor during the implementation phase. A firm shall be hired to develop the AMP for the construction of the NLC HQ in Freetown. As mentioned above, objectives of the AMP include minimizing the possibility of accidental disturbance of asbestos-containing materials and protecting SLLAP workers and building contractors/workers who must work around these materials. The AMP also addresses the safe and environmentally responsive disposal of ACM. The work of the consultancy shall involve literature review, site visits, data collection, overview of the situation, preparation of the AMP, training of relevant staff including identification of asbestos and ACM, analyze and prioritize the risks, stakeholder engagement and to support the SLLAP Project Coordination Unit (PCU) by working in close coordination with assigned E&S safeguards staff applying learning by doing approach for the preparation of AMP. The firm will also monitor the implementation of the AMP and ensure compliance with the same during the execution phase of the works.
  • Bidding will be conducted through open competitive procurement using a Request for Proposal (RFP) as specified in the National Public Procurement (NPPA) Act.

Interested firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

Relevant Qualification and Experience of the Environmental/Asbestos Management Specialist:

The implementation of this assignment requires the consulting firm to establish a team including but not limited to the following expertise:

  • Team Leader: A master’s degree in environmental science, Engineering, Environmental Management or any other relevant discipline with at least 7 years of experience in environmental and social assessments including but not limited to asbestos management/ Proven experience in similar assignments and experience leading team with diverse expertise. Fluency in English (both spoken and written); and Excellent inter-personal skills and demonstrated ability to undertake broad stakeholder engagement.
  • Environmental and Social Expert: A master’s degree in environmental science, Engineering, Environmental Management or any other relevant discipline with at least 5 years of experience in environmental and social assessments including but not limited to waste management including disposal; environmental, health and safety; asbestos management; environmental and social impact assessments; etc. Experience with the World Bank Environmental and Social Framework (ESF) is required.
