Assignment Title: Consultancy service of Landscape Analysis of the Situation of Animal Health Laboratory Network and Capacity in the AFE Region.

The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank/IDA. /IDA in amount of $ 15Milion toward the cost of the Health Emergency Preparedness, Response and Resilience Program using a Multiphase Programmatic Approach (MPA)- HEPRR, and it intends to apply part of the proceeds to payments for consulting service of recruitment of Individual consultant to conduct a Landscape Analysis of the Situation of Animal Health Laboratory Network and Capacity in the AFE Region.

The main objective of the Assignment

The overall objective of the assignment is to conduct a comprehensive landscape analysis of the situation of Animal Health Laboratory Networking and capacity in the AFE region. The landscape analysis will be aimed at providing significant and objective input and guidance for the strengthening of Animal Laboratory Network in the region through development of a strategy or guideline which will be focused to enhance efficiency, security, and collaboration capabilities of the animal laboratories in the optimization of available laboratory diagnostic capabilities/resources, in strengthening regional capacity to detect pandemics/ epidemics towards enhancing global/regional health Security (The Detailed Terms of Reference (TORs) are attached to this REOI).

IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of Landscape Analysis of the Situation of Animal Health Laboratory Network and Capacity in the AFE Region (i.e., updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers "Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.

Qualifications and experience required:

  • Minimum academic qualification of Master of Science in Laboratory Sciences or Microbiology or any other relevant Masters in Biological Sciences. A veterinary Doctor (BVM) with Master of Science in laboratory related field will also be considered as relevant qualification.
  • The consultant should have a minimum of 10 years’ professional experience in a relevant field including research, strategy development and animal health systems and possess key laboratory expertise on Animal Health Laboratory systems strengthening with a minimum of over 5 years of experience.
  • The potential consultant applying for the consultancy should demonstrate robust knowledge of the animal health laboratory system strengthening and public health system in the region
  • The consultant should have solid experience and understanding of the concept of the animal health laboratory network with relevant experience.
  • The consultant shall be required to demonstrate a strong knowledge and capacity comprising of experiences in animal health laboratory
  • A demonstrated track record of successfully completing similar or related assignments, with a focus on relevance and recent experience
  • Experience in medical laboratory system strengthening is an added advantage.
  • Demonstrated familiarity of working in related field in the Eastern and Southern African countries is an added advantage.
  • Knowledge of and practical experience with local and regional organization on laboratory system strengthening.
  • Fluent in spoken and written English and understanding of French language is an added advantage.
