PATHWAYS TO SUSTAINABLE LIVELIHOODS PROJECT (PSLP)
ADVERT FOR OPERATIONS COORDINATOR X 1
INDIVIDUAL CONSULTANT
- Background Information The Government of the Kingdom of Lesotho through the Ministry of Gender, Youth, Sports, Culture and Social Development (MoGYSC&SD) has secured credit from the World Bank in the amount equivalent to US$26.5 million toward implementation of Pathways to Sustainable Livelihoods Project (PSLP) for a five (5) year period up to 2027. The Ministry intends to use part of the proceeds of this credit for an individual consultant to act as a community mobilization facilitator. The consultant shall support the implementation of component 3 of the Project.
- Background for the assignment. This position is very critical to the Ministry as it coordinates smooth implementation of all activities of the Social Assistance Department that include Integrated Social Safety Nets (ISSN) function and National Information System for Social Assistance (NISSA). It acts as an overall liaison between offices of Procurement, Administration, PSLP Project, Accounting Unit and EU/UNICEF to ensure smooth running of field operations for data collection and updating, digital payments expansion, enrolments, payments among others by handling all logistics, reporting and availing all necessary documentation for payments and reporting. It offers the secretariat services for the Social Assistance Technical Working Group and manages schedules, invitations, circulation of minutes etc and coordinates all joint activities such as budgeting and reporting for the Social Assistance Department. Also, provides office services by implementing administrative systems, procedures, and policies and monitoring administrative projects for the Social Assistance program.
- Roles and Responsibilities
- Provides support to the Social Assistance Services.
- Maintains workflow by studying methods; implementing cost reductions; and developing reporting procedures.
- Creates and revises systems and procedures by analyzing operating practices, recordkeeping systems, forms control, office layout, and budgetary and personnel requirements; implementing changes.
- Supports the Social Assistance Manager and/or NISSA Manager to liaise with all Partner Organisations (Pos) and Consultants involved in implementation, and intervene and mediate in case of any problems arising;
- Resolves administrative problems by coordinating the preparation of reports, analyzing data, and identifying solutions.
- Acts as liaison between Social Assistance Department and offices of Procurement, accounts through preparation of requests and requisitions for requires supplies, equipment and facilitates timely payments through keeping proper records and avililing proper documentation
- Facilitates and supports all training events through selection and booking of venues, procurement of necessary materials and reporting of training events
- Ensures operation of equipment by completing preventive maintenance requirements; calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques.
- Maintains supplies inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies.
- Completes operational requirements by scheduling and assigning administrative projects; expediting work results.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Contributes to team effort by accomplishing related results as needed.
- Support the Social Assistance Manager to ensure that partner organizations hired for the data collection process comply with the deliverables stipulated in their contracts (POs for data collection, public information campaigns, process evaluation)
- Ensure that transportation arrangements for data collection and payments delivery, monitoring and evaluation among others have been made.
- Knowledge, Skills and Experience The following knowledge, skills, and abilities may be required through a combination of formal schooling, self–education, prior experience, or on-the-job training.
- Must have a degree in Admin/Business Management or Economics or Administration, with secretarial support services preferred.
- Must have computer aptitude and experience with word processing, database management, and spreadsheet software.
- Good financial skills.
- Good organizational skills, and ability to manage and prioritize tasks.
- Good interpersonal skills.
- Adaptability and flexibility.
- Fluency in English, both verbal and written is essential.
- Must have at least three years of office experience.
- Reporting This role reports to the PFU Coordinator, working under the close supervision technically and administratiely to Manager NISSA. The role oversees all Operations under Social Assistance funded by Government, WB, EU and UNICEF. This was the case even under SAP.
- Period of the Assignment The duration of the contract is one year with renewable subject to satisfactory
performance and project needs.
- Remuneration Salaries and benefits are market related. [logistics arrangements, office space, internet services, or transport arrangements…etc may be provided by the Client, if applicable]
- Arrangements Process The position will be based in Maseru, at the Ministry of Gender, Youth, Sports, Arts, Culture and Social Development offices, but with extensive field visits to the selected districts and community councils, as needed.
- Selection Arrangement Selection of the position holder, Individual Consultant, will be in accordance with the World Bank’s Procurement Regulations for ICs.
