Transport Specialist: Public Transport and Transport Master Plans
Background
The Government of the Republic of Botswana has received financing from the World Bank (WB) toward the cost of the Botswana Integrated Transport Project (BITP), and intends to apply part of the proceeds for consulting services. The BITP is aimed at improving the management of the transport sector. The initiative covers all transport modes and aims to promote better integration across the various transport subsectors and with the other economic sectors and promotes regionalization. Modernizing the entire transport system will require modern operational capacity in public administration, transport sector management, the building of implementation and maintenance capacity, improvement of the interregional transport infrastructure and increased private sector participation.
It is against this background the appointment of the Transport Specialist -Public Transport & Transport Master Plan is required to assist in the implementation of the Botswana Integrated Transport Project (BITP). The services are to be provided for a continuous period of twenty-four (24) calendar months. The Consultant’s performance would be reviewed after 12 months which will shall only be extended upon satisfactory performance. The Client reserves the right not to extend the contract if the not satisfied with the performance of the specialist.
The Transport Specialist -Public Transport & Transport Master Plan will support the work of the Ministry of Transport and Communications (MTC) to ensure compliance with contract obligations. The Transport Specialist will also be responsible for planning and supervision of Project implementation activities for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan.
Scope of Services
The Transport Specialist-Public Transport & Transport Master Plan shall report to the Component Manager-A (who is responsible for overseeing project under Component A) and shall be responsible for at least the following detailed tasks to ensure proper and timely implementation of the BITP. These Terms of Reference may be reviewed from time to time and mutually amended with an exchange of letters. The Transport Specialist shall monitor project activities for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan to ensure that they are properly implemented.
In undertaking this assignment, the Transport Specialist -Public Transport & Transport Master Plan shall be expected to carry out the following:
a) Prepare an activity plan showing the actions, timing and duration of the Transport Specialist-Public Transport & Transport Master Plan’s inputs 2 weeks from commencement of duty,
b) Review of Terms of References, technical reports and cost estimates for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan and make recommendations thereof.
c) Check procurement documents for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan project activities.
d) Supervises the implementation of the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan project activities and related project deliverables to set requirements.
e) Review/check the quality of project deliverables and recommend acceptance
f) Prepare budget estimates and monitors expenditure in line with the budget for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan project activities to ensure compliance with relevant financial regulations.
g) Prepare project fees notes/interim payments certificates (IPC) for the Greater Gaborone Public Transport Modernisation Project and National Multi-modal Transport Master Plan and Greater Gaborone Transport Master Plan project activities.
h) Review Project related variation orders and contractual claims and recommends to the Component Manager-A for approval/disapproval.
i) Conduct consultations with stakeholders and provide Project related information to stakeholders as required.
j) Technical assistance to MTC and project relevant stakeholders such as Gaborone City Council on matters relating to implementation of public transport system and preparation of transport master plans.
Qualification Requirements: Transport Specialist-Public Transport & Transport Master Plan
The following qualifications are required:
- A minimum of Bachelor’s Degree or above in Civil/Highway Engineering or Economics or other equivalent and related qualification
- Formal Transport Planning/Public Management training, preferably a Master’s Degree in Transport Planning or equivalent and related qualification.
- At least 12 years’ experience in transport planning, with at least five (5) years’ experience in the development and management of mass transit systems and in development of multi modal transport policies or master plans.
- At least 5 years’ experience of working with the bi-lateral and multi-lateral development aid organizations or international financial institution (experience on transport projects as a transport planner/specialist in Sub-Saharan African countries is preferable);
- Proficiency in English writing and communication; and
- Fully computer-literate.
Duration
The duration of the assignment shall be twenty-four (24) calendar months. Extension of the assignment shall be the prerogative of the Client subject to satisfactory performance and availability of funding and/or project activities have been completed.
The Ministry of Transport and Communications now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest should include the following information which will form the basis for shortlisting: Understanding of the assignment, Curriculum Vitae including but not limited to; i) Qualifications obtained, ii) Previous experience including experience of at least two (2) assignments each with a scope and nature similar to what is required under this assignment during the last 10 years, iii) A summary of similar assignments undertaken, iv) A summary of assignments undertaken in the project country and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out, and v) experience in donor funded projects.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
