  • BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Individual Consultant for Cost-of-Service Study and Tariff Design for the Ministry of Energy & the future Electricity Regulatory Authority

2.0 OBJECTIVE OF THE ASSIGNMENT

The objective of this consultancy is to support the Ministry of Energy and the future Electricity Regulatory Authority in developing a cost-of-service study and designing a tariff model that accurately reflects the true costs of electricity service. The consultant will also create a tariff-setting methodology that balances the goals of cost recovery and affordability, ensuring the financial sustainability of the electricity sector while protecting vulnerable consumers

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Conduct a comprehensive cost-of-service study to determine the true cost of electricity generation, transmission, distribution, and supply.
  • Develop a robust and transparent methodology for setting electricity tariffs that balances cost recovery with consumer affordability
  • Engage with key stakeholders, including government agencies, electricity utility companies, industry experts, consumer advocacy groups, and international partners, to gather input and ensure the proposed tariff model reflects the needs of all parties.
  • Provide training for regulatory authorities, utility companies, and relevant government officials on the cost-of-service approach and tariff-setting methodology
  • Propose mechanisms for ongoing monitoring of tariff performance, ensuring the tariff design remains cost-reflective and sustainable over time.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

Advanced degree in Economics, Engineering, Energy Management, Finance, or a related field.

Experience

  • Minimum of 10 years of experience in electricity tariff design, cost-of-service studies, or energy economics.
  • Proven experience in conducting financial modeling for utility sectors, particularly in electricity.
  • Strong background in regulatory frameworks and electricity market structures.
  • Experience in stakeholder consultation and capacity building.
  • Familiarity with international best practices in electricity tariff-setting and cost-reflective pricing.
  • Experience working with government institutions, utility companies, or international development organizations.
  • Familiarity with regional and international electricity market standards and best practices.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of 12 months spread over 14months period
