Contract Title: CONSULTANCY SERVICES TO REVIEW AND UPGRADE THE ZIMBABWE NATIONAL DISASTER RISK MANAGEMENT STRATEGY 2012-2015.EOI-MOF-WB-SPF- 01-2022
The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Support to Zimbabwe Recovery and Resilience Project (ZRRP). The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant to Review and Upgrade the Zimbabwe National Disaster Risk Management Strategy 2012-2015.
The Individual Consultant will revise and upgrade the Disaster Risk Management Strategy Draft developed in 2012 and align it with Disaster Risk Management Bill, the Sendai Framework for Disaster Reduction and the National Development Strategy (NDS).
The objectives of the assignment are to (i) assess the environmental legislative and policy framework related to the DRM Bill and identify provisions that can be incorporated into/inform the national DRM strategy, and (ii) support national DRM planning and guidelines (ii) Update/revise the 2012-2015 Disaster Risk Management Strategy Draft to enable the DRM Bill’s operationalization.
The successful individual consultant will be expected to deliver the following among others: -
- Inception report showing the approach and methodology that the consultant will follow in reviewing and upgrading the strategy
- Updated country hazard risk profile constituting part of the Strategy document
- A clearly articulated situational and institutional capacity analysis section in the Strategy document;
- An updated and improved, forward-looking multi-hazard DRM Strategy draft that concisely and succinctly guides and informs DRM initiatives in Zimbabwe;
- Final DRM Strategy document with a costed implementation and monitoring plan and financing strategy
The estimated period of execution is four (4) months.
The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible individual consultants to indicate their interest in providing these services. The shortlisting criteria is: -
Education:
- A minimum of a Master’s Degree in Disaster Risk Management, Policy Studies, Public Administration, Environment, Climate Change Adaptation, Humanitarian Law, or any related field. Those with combined qualifications in policy studies and disaster risk management, OR public administration and disaster risk management will have an added advantage. General Professional Experience
- Experience in working with national governments and other stakeholders within Africa
- Experience in stakeholder analysis and engagement, particularly in the context of developing countries Specific Professional Experience
- A minimum of 5 years of professional experience in drafting strategies, bills, regulation, OGs, SOPs or policies, with those having undertaken such work in disaster risk management or areas related to disaster risk management having a distinct advantage.
- Knowledge and understanding of policy, regulatory and institutional frameworks and policy formulation procedures in Zimbabwe;
- Demonstrated experience in disaster risk management;
- Demonstrated efficient communications and coordination skills to lead dialogues on complex development issues with government counterparts across multiple levels of government;
- Demonstrated experience mobilizing and facilitating public partnering with UN, CSO, humanitarian and voluntary and private sector actors in collaborative, multidisciplinary, and community-based resilience approaches
- Previous successful collaboration with the GoZ would be an asset; and Excellent workflow management and task organization skills.
