- BACKGROUND
The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Individual Consultant for Legal & Policy Framework Enhancement for Ministry of Energy & Dams & South Sudan Electricity Corporation (SSEC).
2.0 OBJECTIVE OF THE ASSIGNMENT
The main objective of this consultancy is to provide expert support to the MoED and SSEC in reviewing, developing, and modernizing legal and policy frameworks. These frameworks will be designed to promote growth, sustainability, and resilience in both grid and off-grid electricity systems.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- Conduct a comprehensive review of the legal and regulatory framework governing the electricity sector in South Sudan.
- Organize consultations with stakeholders, including government representatives, legal experts, industry players, civil society, and international partners
- Prepare a detailed legal drafting of relevant laws and policy revision plan.
- Conduct comparative analyses of best practices in electricity sector governance.
- Provide training sessions and capacity-building workshops for relevant government officials and legal experts
- Prepare comprehensive documentation, including justification for legal revisions and impact assessments.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
Advanced degree in Law, Public Policy, Energy Management, or related fields.
Experience

- At least 10 years of experience in legal policy development, particularly in the energy or infrastructure sectors.
- Proven expertise in legal reform and document drafting.
- Experience in stakeholder engagement and capacity-building activities.
- Fluency in English.
- Familiarity with international best practices in energy sector governance.
- Experience working in regional contexts (EAC, EAPP, SAPP, COMESA).
- Experience with World Bank or similar donor-funded projects.
The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects- operations/products-and-services/brief/procurement-new-framework.
A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The asignment shall be for a period of 12 months, subject to a 3-month probation period.
