  • The National Fisheries and Aquaculture Authority (NaFAA) of the Republic of Liberia has received financing from the World Bank toward the cost of the Construction of National Fisheries and Aquaculture Authority (NaFAA) Fisheries Complex and intends to apply part of the proceeds toward payments under the contract for the construction of the NaFAA Fisheries complex. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  • The Liberian Sustainable Management Fisheries Project (LSMFP) now invites sealed Bids from eligible Bidders for the Construction of the Fisheries Complex located at the Coast Guard Base, Freeport of Monrovia, Monrovia, Republic of Liberia. The duration of the implantation of the works is intended not to exceed 10 months.
  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 (1st edition), revised November 2017 (2nd edition), July 2018 (3rd edition), November 2020 (4th edition), September 2023 (5th edition), February 2025 (6th edition), and September 2025 (7th edition) “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations.

The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 11:30am (local time), Conference Room, NaFAA Technical Building, Coast Guard Base, Freeport of Monrovia, Liberia. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a Bid Security of USD 60,000.00
  • All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
