The Government of the Republic of South Sudan (GRSS) represented by the Ministry of Water Resources and Irrigation has received funding from the World Bank toward the Regional Climate Resilience Program (RCRP) for Eastern and Southern Africa (P1801711) and preparing the National WASH Project and it intends to apply part of the funds to hire a Senior Procurement Specialist who will support the implementation of the RCRP and the National WASH Projects.2. The overall objective of the assignment of the Senior Procurement Specialist is to provide technical guidance and support in executing procurement activities under the project in full adherence and compliance to the Donor guidelines and procedures, using the World Bank Procurement Regulations for the respective procurement of Goods, Works, Consulting Services and Non-consulting Services of the above listed projects and closely follow project implementation manual and grant agreement of each project. The position holder will dedicate most of his/her work to capacity building of the Government staff of the Ministry.3. More details are provided in the Terms of Reference (ToR). The detailed Terms of Reference can be downloaded from the website of the Ministry of Water Resources and Irrigation of South Sudan at https://mwri.gov.ss/ and the NGO Forum at https://comms.southsudanngoforum.org/c/tenders/8 . The Ministry of Water Resources and Irrigation (MWRI) through the Regional Climate Resilience Program now invites eligible individual consultants to indicate their interest to provide this Service. Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies). The shortlisting criteria will consider the requirements mentioned in the TOR, including:• A minimum of a Master’s degree in Engineering, Law, Procurement, Supply Chain, Finance, Business or Commerce.• A minimum of 10 years post qualification experience including expertise in the management of procurement in the public or private sector.• A minimum of 8 years of post-qualification experience in implementing procurement actions according to international organizations guidelines/Regulations such as the World Bank, African Development Bank and other Multilateral Development Banks, etc. for procurement of works, goods, and services• Full membership of a nationally or internationally recognized professional association is required. Candidate must be in good standing at the time of submitting their expression of interest.• Experience in similar working environment like that of South Sudan is desirable• Ability to use the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) software is desirable5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Any false declaration will result in disqualification.6. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.8.
