Assignment Title: Assessment of the Impact of Renewable Energy Technologies on the Operations in the Southern African Power Pool: Part 1
Background
The Southern African Power Pool (SAPP) (“the Client”) secured grant funding (the “Grant”) from the International Development Association (IDA) (the “Bank”). The Grant is administered the SAPP Project Advisory Unit. The SAPP intends to apply part of the proceeds for the Impact of Renewable Energy Technologies on the Operations in the Southern African Power Pool Assessment.
The Southern African Power Pool was created in August 1995 at the Southern African Development Community (SADC), when member governments of the SADC, excluding Mauritius, signed an Inter-Governmental Memorandum of Understanding (IGMOU) for the formation of an electricity power pool in the region under the name of the Southern African Power Pool (SAPP).
The objective of the SAPP is to provide reliable and economical electricity supply to the consumers of each of the SAPP Members consistent with reasonable utilisation of natural resources and effect on the environment. That is done through the co-ordination of and the co-operation in the planning and operation of the various systems to minimise costs while maintaining reliability.
The SAPP has currently electricity generation from thermal (coal), hydropower, nuclear and gas. In terms of the generation mix, thermal (coal) tops the list with 62%, hydropower 21%, distillate 4.4%, nuclear 3%, Wind 3%, solar 3.9%, gas 1.5% and biomass and landfill at 0.1%. This situation is not sustainable since coal fired power stations produce green house gases like carbon dioxide which result in climate change. The SAPP has realised the need to increase the contribution of renewable energy in line with general global thinking of reducing the carbon foot-print. Renewable Energy is sustainable while little or no waste is produced such as CO2 and other chemical pollutants.
Increasing renewable energy’s contribution will also result in the increase in primary energy diversification and increase in the security of supply. The increased penetration of renewables necessitates that SAPP analyses the increasing impact of the renewables.
Objectives of the consultancy assignment
The study is separated into two independent parts. This EOI is for the first part which is defined as a study focused on the techno-economic and regulatory issues at a high level (i.e. without getting into extensive modelling).
The objective of the study is to support the SAPP to prepare the interconnected system for the integration of variable renewable energy (VRE) generation in a secure, reliable and economic manner.
The study will analyse gaps in current regulations, existing infrastructure, institutional capacity and operating procedures. The study outcomes will include proposed changes to regulations, Grid Code and operating procedures to facilitate successful integration of VRE. It will also assess investments required to cope with increasing penetration of VRE generation.
Part 2 will be focused on particular countries that are implementing VRE. This will be a separate independent study.
Required Qualifications and Experience
The Consultant shall be a qualified, internationally recognized firm with at least 10 years of experience in power sector consulting services and a proven track record of specific experience on power system interconnections. This shall involve at least 3 similar assignments executed/under execution by the firm. The Consultant shall have experience in regions where integration of renewable energy, power systems/development of regional power markets are being or have been pursued.
The firm should be able to field a highly experienced multinational team, covering at a minimum, the following key experts: Team Leader with broad power sector including regulatory expertise; Power System Expert with experience as a system operator; Transmission Planning Expert and a Power Market Expert.
The SAPP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Evidence of company registration
- Relevant experience
- Technical and managerial capacity – including an organogram or narrative
- Cost of assignments undertaken
- The available experts with experience and qualifications in similar assignments.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”)- January 2011, revised July 2014, setting forth the World Bank’s policy on conflict of interest.
