  • BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Individual Consultant: Regulatory Strengthening for Ministry of Energy & Dams & South Sudan Electricity Corporation (SSEC)

  • OBJECTIVE OF THE ASSIGNMENT

The objective of this consultancy is to provide expert support to the Ministry of Energy & Dams and SSEC in establishing robust regulatory mechanisms for grid-connected and off-grid electricity systems. This includes the formulation of comprehensive electricity regulations, a licensing framework, and the development of a grid code that outlines technical and operational standards

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Conduct a comprehensive review of the current regulatory framework governing electricity services, including grid and off-grid systems.
  • Assess existing gaps in regulatory structures and identify inconsistencies in relation to international standards.
  • Organize consultations with key stakeholders such as government officials, industry representatives, civil society, and international partners.
  • Develop a detailed plan to draft new regulations and update existing ones.
  • Draft comprehensive electricity regulations, including provisions for the licensing framework, tariffs, technical standards, and compliance mechanisms.
  • Develop a grid code that outlines technical and operational standards for the generation, transmission, and distribution of electricity.
  • Provide capacity-building sessions and training for relevant personnel at the Ministry of Energy & Dams and SSEC on the new regulatory frameworks.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

Advanced degree in Law, Public Policy, Energy Regulation, or a related field.

Experience

  • Minimum of 10 years of experience in regulatory framework development, particularly in the energy sector.
  • Proven track record in drafting and implementing electricity regulations.
  • Expertise in grid and off-grid electricity systems, including the development of grid codes.
  • Experience in stakeholder engagement and regulatory capacity building.
  • Familiarity with regional regulatory standards (EAC, EAPP, SAPP, COMESA) and international best practices.
  • Experience working with government institutions, international organizations, or similar energy sector projects.
  • Proficiency in MS Office, especially MS Word and PowerPoint.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of 12 months, subject to a 3-month probation period
