Background:
The Government of the Republic of The Gambia has received financing from the International Development Association (IDA) towards the cost of the Digital Transformation for Africa/Western Africa Regional Digital Integration Program (WARDIP) Series of Projects (SOP)-1 and intends to apply part of the proceeds for consulting services.
The Government seeks to strengthen its national cybersecurity posture through the establishment of a Government Cyber Security Operations Centre (CSOC) and the development of a comprehensive cybersecurity framework for Government agencies and Critical National Infrastructure (CNI). Currently, The Gambia lacks a centralized capability to monitor, detect, and respond to cyber threats in real time. This assignment will address these gaps by establishing a state-of-the-art SOC aligned with international best practices.
Objective of the assignment:
The specific objective of the consultancy is to:
- Formalize and enhance Government Network and IT Security:
- Establish the Government Cyber Security Special Operations Center:
- Coordinate redundancy efforts:
- Develop outreach education programs on redundant communications protocols.
- Deployment of communication channels:
The attention of interested firms is drawn to paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, Augus 2018, September 2023 and 7th Edition Feb 2025). A firm will be selected in accordance with the QUALITY AND COST BASED SELECTION (QCBS) method set out in the Procurement Regulations.
