The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project (ESLEAP) and the Regional Emergency Solar Power Intervention Project (RESPITE) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include “the provision of Financial Management Services during the implementation of these projects”. The estimated level of effort (professional staff-months) for this assignment is Twelve (12) man months. Expected date of commencement of service is 1st August 2025, renewable based on satisfactory performance and availability of fund.

The objective of the assignment is to implement and operate sound financial management practices for the effective management of financial matters of the aforementioned projects, and to deploy project resources for the intended purposes in accordance with the relevant Government of Sierra Leone (GoSL) financial management requirements and Financing Agreements signed between the GoSL and the World.

The Electricity Distribution and Supply Authority (EDSA) now invites eligible and qualified Individual Consultants, (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information and documentation, demonstrating that they have the required qualifications and relevant experience to perform the Services.

Criteria for shortlisting are: Must have the required academic and professional qualifications and experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) Method set out in the Procurement Regulations.
