1.The Government of the Republic of Sierra Leone (hereinafter called “Borrower”) has received financing from the International Development Association (the “Bank”) in the form of a Grant (hereinafter called “grant”] toward the cost of Harmonizing and Improving Statistics in West Africa Project in Sierra Leone (HISWA-SL Project). The Project Fiduciary Management Unit, an implementing agency of the Client, intends to apply a portion of the proceeds of this (Grant) to eligible payments under the contract for which this Request for Bid is issued Ref: SL-MOFED-430779- NC- RFP

Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the National Public Procurement Act 2016 and is open to all eligible bidders as defined in the manual and Procurement Regulations for IPF Borrowers July 2016 Revised November 2017, August 2018, November 2020 and September,2023.5. The bidding document may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Three Thousand New Leones (NLE 3,000) and bidders may obtain further information on the bidding document at the address below between 11:00 am to 4:00pm from Mondays to Fridays no-later than five (5) days prior to the deadline of submission of bids. All bids must be accompanied by:• Valid copy of NRA Tax Clearance Certificate;• Valid NASSIT Clearance Certificate.• Valid certificates of Business Registration;• Business Profile of the Bidder/Supplier• Joint Venture Agreement• Bid Security Amount of NLE 250,000• Audited Financial Statement of the business for the last three years with annual turnover of NLE 4,000,000 in each of the years• Warranty period of 12 months• Manufacturers Authorisation• Documentary Evidence of undertaking three similar supplies and Magnitude within the last Five years• Letter (s) of reference/ copy of signed Contract from the purchaser must be provided9.
