Assignment Title: CONSULTING SERVICES TO REVIEW THE IMPLEMENTATION OF THE IGAD REGIONAL AGRICULTURAL INVESTMENT PLAN (RAIP) (2016-2020) AND DEVELOPMENT OF THE REGIONAL AGRICULTURAL INVESTMENT PLAN (2024-2035)

- The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Food systems resilience program for Eastern and Southern Africa and intends to apply part of the proceeds of this Grant to payments under this contract: CONSULTING SERVICES TO REVIEW THE IMPLEMENTATION OF THE IGAD REGIONAL AGRICULTURAL INVESTMENT PLAN (RAIP) (2016-2020) AND DEVELOPMENT OF THE REGIONAL AGRICULTURAL INVESTMENT PLAN (2024-2035)
- The overall objective of this consultancy is to review and evaluate the implementation of RAIP (2016-2020) and develop a new phase of RAIP (2024-2035) which is aligned with the IGAD Vision 20250 and is also CAADP and Malabo compliant and will inform the post-Malabo commitments and priorities (please note that the Malabo process ends in 2025).
- Scope of Services and Specific Tasks
3.1 Scope of Services
The RAIP (2016-2020) ended in August 2020 and the IGAD Secretariat is conducting a Terminal Review of the RAIP to inform Member States, IGAD Secretariat, programme stakeholders and partners on the progress made in achieving the overall long-term goals of the Regional Agricultural Policy. This consultancy service is to review and assess achieved targeted outputs and establish the extent to which outcomes have been achieved in the five years of implementation. Specifically, the review is aimed at assessing the achievements and challenges encountered in the implementation of the RAIP. Based on the assessment and additional consultations with all stakeholders, the consultant will propose a successor RAIP (2024-2035) for the consideration of IGAD.
3.2 Specific Tasks
This contract requires the provision of an experienced consultant as described in these ToRs to implement the activities foreseen towards the achievement of the expected results. Specifically, the consultant will:
- Carry out the Terminal Review of the RAIP (2016-2020)
Carry out the terminal review of the RAIP (2016-2020) to ensure its relevance in the achievement of the objectives of the Regional Agriculture Policy at the Member State and regional levels
- Ascertain aspects of Approach, Efficiency and Effectiveness in terms of the use of resources and the RAIP's results.
- Assess the sustainability of initiatives undertaken under the RAIP (2016-2020).
- Assess visibility of communication and dissemination of RAIP (2016-2020) activities both at Member State and Regional levels.
- Draft a new RAIP (2024-2035) for the consideration of IGAD
- Provide action-oriented recommendations on how to improve several aspects of implementation in the outstanding interventions in RAIP (2016-2020) and the relation with the CAADP process
- Draft a new RAIP (2024-2035) for the consideration of IGAD
- Convene a regional workshop to validate the Terminal Review report and the new RAIP (2024-2035) with all Member States and other stakeholders.
- The consultant shall possess the following qualifications:
The Consultant shall be suitably qualified and experienced for the tasks identified above and shall have the following basic minimum qualifications and experience:
- Minimum, Master’s degree level in Agriculture economics, economic development, monitoring and evaluation, operational planning, and Project Management.
- 7 Years of work experience with developing and managing Monitoring and Evaluation plans and/or systems of regional and national programs.
- At least three years of work experience in developing an Operational Plan for a regional and national program.
- Excellent fluency in the English language is mandatory
- The Consulting Services Contract is expected to be for a period of Three (3) calendar months from the date of commencement.
- The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of Academic qualifications, and Professional Qualifications.
- An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
