REQUEST FOR EXPRESSION OF INTEREST (EOI):
DEMARCATION OF CATCHMENT MANAGEMENT AREAS STUDY

The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for the Demarcation of Catchment Management Areas Study.
Background
The Department of Water Affairs (DWA) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced consultant to carry out a study on Demarcation of Catchment Management Areas in Botswana. Botswana National Water Policy of 2016 calls for the establishment of Catchment Management Councils (CMCs). This call is also made in more detail in another policy document the Integrated Water Resources Management and Water Efficiency (IWRM-WE) Plan (2013). It is proposed that water should be managed at the lowest appropriate level, through a participatory approach with planning, management and use based on integrated catchment approaches.
Selection criteria: only firms that meet the below criteria will be short listed
Eligibility:
- The Consultant must submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship
- For local Consultant they must be registered with the Public Procurement and Asset Disposal Board in the following categories:
- Environmental Services (Code 313) with any of the following sub-codes - 01-Environmental assessments, 03 - Environmental engineering and monitoring services, 04-Environmental management systems, 05-Natural resource planning and management, 06-Environmental policy and legislation, 07-Auditing and monitoring services
Or
- Water Engineering Services (Code 306) with the following sub-code: 02 – Water Resources planning.
- Submit Company’s Tax Clearance Certificate from its country of operation
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and references must be attached. In case of Joint Venture (JV) a Copy of the JV Agreement is required with all parties in the JV required to submit all compliance documents.
- Must demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for Project Team Leader (Water resources or natural science expert), Strategic leadership, financial management, proven experience in developing and/or implementing water related strategy/policy framework especially in developing countries), Supporting team of; a social/environmental economist professional and a GIS professional
Relevant experience in similar assignments and environments:
- The consulting firm must provide information on projects undertaken in the past ten (10) years with a brief description of each project, funding source(s), Contract Amount and the Employer.
- Along with this, the Consultant must also have completed at least two (2) similar works (projects or consultancies in water resources planning, development and management, Water allocation studies, Natural Capital Accounting, Integrated Water Resources Management in Botswana or within the SADC region) in terms of scope, complexity and value in the past five (5) years.
Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for Investment Projects Funding (IPF) Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").

Interested parties are required to submit one (1) original and three (3) copies and a soft copy (PDF Format) on a CD of the Expression of Interest document in one sealed envelope marked “Expression of Interest for Demarcation of Catchment Management Areas Study” addressed to:

Expression of Interest documents are to be hand delivered to the above address before or by 10:00hrs Botswana Local Time on the 23rd November 2018. LATE SUBMISSIONS and EOI NOT IN ENGLISH WILL NOT BE ACCEPTED, neither will submissions received via telephone, telex or facsimile.
