Assignment Title: Request for expression of interest for Consultancy Services to provide readiness and incubation support to Community groups and Champions earmarked for support under the TRALARD II Project in Copperbelt, Muchinga and Southern provinces.

The Government of the Republic of Zambia through the Ministry of Green Economy and Environment (MGEE) has received financing from the World Bank, Climate Investment Funds (CIF), Global Environmental Facility (GEF), Least Developed Countries Fund (LDCF), Nordic Development Fund and Scaling Climate Action by Lowering Emissions (SCALE) totaling USD 137 million to support the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) II project in Copperbelt, Luapula, Muchinga, Northern and Southern provinces, and intends to apply part of the funds towards eligible payments under three contracts for Consultancy Services to provide readiness and incubation support to Community groups and Champions earmarked for support under the TRALARD II Project according to the following three (3) lots:

| 3 | Copperbelt & Muchinga | Lufwanyama, Masaiti, Mpongwe, Mufulira, Lavushimanda and MpikaThe objective of the assignment is to strengthen the capacity of beneficiary community groups and champions to effectively identify and manage their diversified climate-resilient income generating activities and nature-based solutions as natural resources management plans (including community forest management plans).The scope of the assignment is anchored in Component 2 (Resilient livelihoods and sustainable landscape management) of the TRALARD II project, and the Consultant will work in collaboration with relevant project and district teams to carry out the following functions amongst others:• Conduct a capacity needs assessment of the proposed community groups and community champions, and design incubation and readiness program tailored to group needs;• Develop a criteria framework to assess the investment readiness of community groups that are under the incubation programme;• In collaboration with the Camp Extension Officers, Forestry Department and District Teams, facilitate development of nature-positive proposal for community groups and community champions, and initiate the Community Forest Management processes and raise awareness;• Deliver training sessions for the community groups (using participatory and practical approaches);• Capacity Development of Community Champions to enhance their capacity to strengthen the local entrepreneurial ecosystem;• Provide technical backstopping during the incubation period, including coaching and mentorship, and develop a monitoring and evaluation framework to track progress and document lessons.• Engage and involve relevant Government staff, and other key stakeholders, from the national, provincial and district level in capacity building programs to promote knowledge transfer and sustainability.The shortlisting criteria for the firm will be as follows;• Have at least 10 years’ experience in design and implementation of sustainable landscape management and community-based market driven and value chain development projects;• Demonstrate extensive experience in supporting (a) community mobilization, (b) community forest management, (c) strengthening governance and leadership of community groups, (d) business finance, rural finance, and/or micro–finance, (e) nature-positive investments and livelihoods associated with NbS and climate change adaptation, (f) rural local business incubation and (d) capacity development of local stakeholders and members of the communities;• Track record of successfully running effective incubation programmes;• Proven experience in managing business incubation programs specifically tailored to the Zambian context will be an added advantage.• Proven experience in the target districts will be an added advantage.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.A Consultant will be selected in accordance with the Consultant’s Qualification and Cost Based Selection (QCBS) method as set out in the World Bank’s Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025The Ministry of Green Economy and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub-consultancy.
