  • The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Regional Policy Dialogue and Knowledge Exchange on Development Responses to Forced Displacement in the Horn of Africaand intends to apply part of the proceeds of this Grant to payments under this contract: Recruitment of Knowledge Management & Learning and M&E Expert
  • IGAD is seeking to recruit a Knowledge Management, Monitoring and Evaluation Expert who will play a crucial role in ensuring that the Project effectively captures, stores, shares, and utilizes knowledge while also monitoring and evaluating its activities.
  • Responsibilities and Functions

Under the overall guidance of the Senior Program Coordinator, the Expert will be responsible for the development, oversight and maintenance of systems and tools that support effective knowledge management, including platforms suitable for internal and external audiences, both for knowledge sharing and knowledge facilitation and exchange, for the drawing of lessons learnt. The Expert is expected to prepare and share various knowledge products, periodic publications that can inform various national and regional dialogues in areas of forced displacement, policy briefing over various dialogues and develop effective M&E tools for tracking and implementing the project. More specifically, the KM, M&E Expert will perform the following distinct role for each component:

Knowledge generation, management and Learning

  • Ensure consolidated regional reporting on the Project by compiling the indicators of various the results framework of participating countries as well as providing capacity support to participating countries’ project teams;
  • Design and manage an information and knowledge management system to systematically create, share and apply knowledge to achieve Project objectives better;
  • Facilitate knowledge exchange within IGAD, amongst Member States clients and with external development/humanitarian stakeholders;
  • Ensure that relevant knowledge is accessible and utilized in decision-making processes for the Project and promote the use of knowledge products and tools;
  • Implement and manage knowledge management systems and platforms and build the capacity of staff and government clients on the use of KM tools and techniques;
  • Support the preparation for learning events and workshops, including sharing and dissemination of information to all relevant channels and networks;
  • Support preparation for and organization of learning events and workshops and carry out dissemination of publications as appropriate;
  • Support the undertaking of pertinent studies to contribute to fulfilling Project policy harmonization objectives;
  • Design and manage an information and knowledge management system to systematically create, share and apply knowledge to achieve the stated objectives of the Project better;
  • Facilitate and coordinate knowledge-sharing activities between countries and actors at national and regional levels;
  • Support preparation for learning events and workshops and carry out dissemination of publications as appropriate;
  • Undertake case studies on lessons learnt from measurement of impact, sectoral/thematic issues and analysis of actions of this project;
  • Support the commissioning of policy-pertinent studies to contribute to fulfilling the project policy harmonization objectives;
  • Develop and execute plans for learning and knowledge-sharing, and, where necessary, organize workshops, seminars, and knowledge-sharing events;
  • Ensure quality standards of all knowledge and learning products according to IGAD standards;

Monitoring and Evaluation

  • Design and update the RPD-DRFD Project’s M&E system; update Project M&E data collection tools reporting templates for various categories such as proposals, progress reports and final reports;
  • Develop and implement monitoring plans and frameworks to track project and program activities to ensure they are on schedule and within budget;
  • Design and conduct evaluations to assess the effectiveness, efficiency, and impact of Project activities and initiatives;
  • Use qualitative and quantitative methods to gather and analyse data;
  • Prepare regular reports on monitoring and evaluation findings and communicate results to stakeholders, including the Member States' clients, World Bank, and other relevant stakeholders;
  • Maintain databases and other M&E information systems while ensuring accurate and timely data collection, entry, and management;
  • Facilitate learning sessions to discuss M&E results and integrate lessons learned into future planning. Use M&E findings to inform decision-making and improve program performance;
  • Closely work and follow up on TA deliverables, conduct joint mission and create strong working relations with the TA contractors;
  • Collect and collate project-monitoring data, analyze and produce reports as per the requirements of the project and the World Bank;
  • Identify and regularly update existing database of indicators for regional reporting on the Project implementation;
  • Compile and synthesize information and data and coordinate the production of a diverse range of information products (infographics, reports, maps, deep dives, etc.) in close collaboration with GIS Expert;
  • Undertake an analysis of the regular reports and design appropriate training and capacity development measures to strengthen reporting and learning for the Project team, including participating countries;
  • Support the development of communication materials, including messaging content on best practices, lessons learnt, progress updates and any other information relevant to the Project stakeholders;
  • Generate and share project periodic reports for IGAD Health and Social Development Division and IGAD level consumption;

Coordination

  • Closely coordinate and support South Sudan's durable solution interventions of the project as part of creating an effective M&E system in place in collaboration with other IGAD forced displacement efforts in South Sudan
  • Work closely with all actors involved to ensure the M&E framework is dynamic
  • Coordinate activities related to KM&E, knowledge sharing and adoption, such as surveying and assessment, learning activities, field visits, technical presentations and forums for national and regional stakeholders;
  • Establish and maintain strong partnerships and regular liaison with key national and regional stakeholders concerning KM&E, closely work with other IGAD Migration development KM&E experts and engage with IGAD and other partners’ technical working groups
  • Perform any other related task as requested by the Senior Programme Coordinator.
  • Academic requirements and relevant experience

Essential Education:

  • A post-graduate qualification (MSc level or higher) in Social Sciences, Statistics, Management sciences, or International Development in a relevant discipline with a minimum of seven years post-graduate experience in developing and implementing monitoring and evaluation systems.
  • Fluency in English is required; French would be considered a plus.

Relevant Experience:

  • Experience in Knowledge management and communications work. At least eight years of experience in the management of monitoring and evaluation systems in a multilateral or development organization;
  • Strong written and verbal communication skills, including the ability to write accurate reports of publishing standards
  • Experience in designing and implementing evaluations, monitoring tools, learning tools, research methods and approaches (including quantitative, qualitative and participatory) for project and programmatic level;
  • Experience designing and implementing thematic evaluations. Experience with M&E tools, methods and approaches (quantitative, qualitative) for project and programmatic levels;
  • Excellent group facilitation skills and experience with the application of monitoring and evaluation methodologies;
  • Ability to deliver analytical reports to facilitate management decision-making;
  • Proficiency in data management and analysis, with strong statistical skills, is highly desirable;
  • Knowledge of the forced displacement and migration dynamics in the IGAD region.

Skills and competencies:

  • Working knowledge of policy analysis and development and program/project management, implementation and monitoring;
  • Knowledge of and involvement in programs on displacement or migration implemented by regional and international organizations such as IOM, UNHCR, EU, and African Union is highly desirable;
  • Excellent analytical skills and ability to conceptualize, plan, coordinate and conduct activities consistent with the project's objectives;
  • Ability to promote knowledge sharing and learning culture in the project and to focus and guide others to meet objectives at individual and group level;
  • Proficiency with data management software and tools, project management software or tools (e.g. Smartsheet, Kobo toolbox, etc), SQL and other related tools is highly desirable
  • Language requirements: Fluency in English is required. French is an added advantage.
