Expression of Interest for the provision of Project Technical Supportservices during the construction of the Majuba Rail Project.
This request for expression of interest follows the General Procurement Notice for the Eskom Investment Support Project that appeared in the Sunday Times newspaper on 25 April 2010 and in UN Development Business on 8 July 2010.
Eskom Holdings SOC Limited (Eskom) has received financing from the World Bank towards the cost of the Eskom Investment Support Project – Component C.1 Energy Efficiency Investments and intends to apply part ofthe proceeds of this loan to payments under the contracts for the provision of consulting services during the construction of a 68 km long heavy haul electrified and signaled rail line linking the Transnet Freight Rail coal export line near Ermelo town with the existing Majuba Power Station railway siding in Mpumalanga, Republic of South Africa.
The Project Technical Support services (Quality Engineering, Site Engineering and Construction Management) will include:
- Implementation and management of multi disciplinary contracts associated with the construction of the rail line. These services will include support on integration issues, and general management of contracts related to cost, first level quality inspections, scheduling control, overall construction supervision and quality management.
- Measurement of work in-progress and preparation of final payment certificates.
- Provide site and professional engineering support for Majuba Rail Project during construction.
- Provide professional verification and quality assurance expected from the design engineers in respect of construction of facilities carrying professional liability in terms of the Engineering Council of SouthAfrica, OHS Act and National Rail Safety regulator.
- Ensuring contractor compliance with specifications, license agreements, environmental protection measures, applicable legislation and the Employer's policies and procedures.
The period of the services is expected to be forty eight (48) months,which includes the construction activities and allowance of twelve (12) months of Defects Liability Period.
Eskom Holdings SOC Limited now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experiencein similar conditions, etc.).
Expression of Interests (EOIs) from prospective consulting firm should also specify the following information
- Evidence of business registration in home country;
- Evidence of experience in executing, supervision and administration of multi disciplinary construction projects
- Proven experience in the management, supervision and commissioning of railway construction projects is a prime requirement.
- Relevant experience in quality management of construction project
It is required that the consulting firm responding to the request forthe Expression of Interest must have at least 15 years of relevant experience in the management , supervision, commissioning and administration of a major railway construction projects.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loansand IDA Credits & Grants] by World Bank Borrowers [ dated May 2004, revised in October 2006 and May 2010 ] ("Consultant Guidelines"), setting forth the World Bank's policy onconflict of interest.
Consultants may associate with other firms on joint venture (JV) or sub-consultancy basis to enhance their qualifications.
A consultant will be selected in accordance with the Quality and CostBased Selection (QCBS) procedure set out in the Consultant Guidelines.

Only shortlisted Consulting firms will be invited for Request for Proposal (RFP).
