1- The Government of South Sudan (GoSS), received a grant from World Bank to implement a five-year project entitled “Building Skills for Human Capital Development in South Sudan (BSHCDSS)”, Project Identification Number. P178654. The project is being implemented by Ministry of Higher Education, Science and Technology (MoHEST), and Ministry of General Education and Instruction (MoGEI). The project will support the country in addressing skills constraints in education and agriculture sectors. Based on aforementioned, the MOGEI intends to apply portion of the proceed to fund the position of Project Engineer on a contract basis.

The overall objective of the assignment is to support the Project Implementation Unit (PIU) in: (1)reviewing the technical needs assessment reports, feasibility study reports and engineering designs; (2) ensuring quality assurance of the technical design, bills of quantity and bidding documents; (3) supporting the PIU in the procurement of works; monitoring the implementation of the rehabilitation, refurbishments and or construction of new infrastructure sub-projects; and (4) ensuring appropriate operation and maintenance of the civil works. The Supervising Engineer will also be responsible for regular monitoring, timely progress reporting and participation in the preparation of infrastructure contract closure reports.

2- SCOPE AND SPECIFIC TASKS OF THE ASSIGNMENT: The Project Engineer is expected to provide engineering support to PIU and other engineering Staff at MoGEI. More specifically, the Consultant is expected to undertake the following tasks among others:

3- Overall Responsibilities

  • Lead and carry out the specialized engineering function within the PIU, including conducting thorough reviews and implementing quality assurance processes for all proposed infrastructure interventions to be undertaken in target schools and NTTIs;
  • Supporting the procurement of engineering consultants and contractors for designing and implementation of infrastructure sub-projects (drawings, BoQs, evaluation committees, etc.);
  • Work closely with the contracted Engineering consulting firm and Contractors to ensure quality and timely delivery of construction components. While the contracted Engineering Consultants are responsible for the direct supervision of contractors and day-to-day project management, the Supervising Engineer provides an additional layer of expertise and quality assurance.
  • Provide the PIU with technical advice and feedback on engineering matters;
  • Work closely with the MoGEI Engineering Unit to ensure skills and knowledge transfer.

Management and Contract Administration

  • Developing formalized procedures, including tools and templates, to monitor implementation progress of the infrastructure works, including quality, financial, and contract aspects, through regular assessment, supervision, physical and financial reporting, and progress review meetings;
  • Supporting the PIU in preparation of Contract Management Plan and monitoring implementation of the same
  • Oversee the Engineering Consultants s' performance to ensure timely and quality delivery of the outputs within agreed costs;
  • In coordination with Engineering Consultants , supervise site preparation and handing over to successful contractors within the specified time framework;
  • Review payment certificates prepared by Engineering Consultants to ensure accuracy with expected contract deliverables;
  • In coordination with the Engineering Consultants , review any contractor’s time and financial claims and advise the procurement and finance team on the admissibility and veracity of the claims;
  • Provide technical opinion on the evaluation and approval of any variation orders that may be submitted;
  • In coordination with Engineering Consultants , manage any ambiguities and/or discrepancies in the Contract interpretations;
  • Manage claims, notices, non-conformances, requests for information from Engineering Consultants and contractors, etc.
  • Monitoring compliance of technical designs of sub-projects with project principles, national regulations, and international standards, and routinely incorporate into the PIU Monitoring Information System where applicable
  • Together with the Engineering Consultant Inspect, approve, and test, when necessary, all materials and workmanship, and supervise tests on completion;
  • Order special tests of materials or completed works and/or request removal and substitution of improper materials and/or work, as required;
  • Regularly monitor the implementation to ensure the works are executed as per the contract specifications, detailed design drawings, and bill of quantities;
  • Review and recommend for approval the Contractor’s key personnel, including any substitutions during implementation;
  • Review and supervise the implementation of the works-specific risk management plan;
  • Continuously assess the impact of risks on the project, ensuring that updates to management plans are made as necessary by the Engineering Consulting firms and Contractor;
  • Assist the MoGEI during Dispute Board Meetings, Adjudication, Arbitration Proceedings, and any other hearings called by statutory and legal bodies.

4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

5- Duration: The assignment will be for a period of twenty - four (24) months with a possibility of extension subject to satisfactory performance and availability of funds.

6- MINIMUM CONSULTANT’S QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

The Project Engineer is expected to have the following qualification and experience:

  • At least a BSc./B.Tech in Civil Engineering, Structural Engineering, or any other relevant engineering degree, with at least 15 years of general experience managing and supervising construction contracts;
  • Must be a registered professional engineer with the relevant registration Agency/Authority or its equivalent, with a valid practicing license;
  • At least 5 years specific experience as a team leader on infrastructure works such as buildings in government and donor-funded projects of similar nature and conditions. Experience with World Bank-funded projects will be an added advantage.
  • Possess good report writing skills and competence in technical design review. Use of MS office and engineering related software such as AutoCAD or ArchCAD will be a distinct advantage

7- The MOGEI now invites eligible Individual Consultant to express their interest in providing above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed from that will be provided with the terms of reference (TOR) upon submission of written application (in person or by email at the address given below).

8- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

9- A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IFP Borrowers' Fifth Edition of September 2023 (“Procurement Regulations”) for selection of individual consultant.
