REQUEST FOR EXPRESSION OF INTEREST

(CONSULTANCY SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy Service for the Solar and Wind Measurement Campaign in Botswana

  • Background Botswana plans to harness its excellent renewable energy (RE) resources and accelerate renewable energy development in the country through operationalization of Integrated Resource Plan (IRP). The Government of Botswana is currently preparing requests for proposals (RFPs) for thermal solar, photovoltaic, and wind power projects on several pre-selected sites in Botswana. The Project and Energy Development Unit (PEDU) under the Ministry of Minerals and Energy (the Client) is charged with preparing these RFPs and is being advised on site selection by a Feasibility Consultant that proposes sites based on a multi-criteria selection process. This site selection process includes the use of preliminary solar and wind resource data from the Global Solar Atlas and the Global Wind Atlas as well as transmission grid data, land use, land ownership, and other criteria including a preliminary economic and social impact screening. The Client will ensure that access rights for resource measurement stations are secured.
  • Scope of Work

To select the optimal site and commence pre-development activities on the site, the Client – and ultimately the bidders in the RFPs – require fully bankable solar and wind resource data from a qualified Consultant with prior experience in providing such data for successful projects. The solar and wind measurement campaign is part of a series of site measurement campaigns undertaken in parallel that include geotechnical investigations, topographical surveys, logistical surveys, hydrological studies, and environmental and social scoping for each potential site. In addition, the collected wind and solar data will be used to validate the Global Wind Atlas and Global Solar Atlas for the selected area of Botswana. The Government of Botswana has received financing from the World Bank to support its efforts to operationalise the IRP. Part of this grant will support the Solar and Wind Measurement Campaign in Botswana.

The present assignment aims to hire a consultant to provide high quality solar and wind measurement data from a selected site near Letlhakane, covering two years to reduce the resource risk. The Consultant shall be responsible for the planning, commissioning, implementation and decommissioning of the solar and wind measurement campaign. The Consultant shall measure wind resources using LIDAR and solar resources using a solar measurement station on the selected wind farm site in Letlhakane suitable for a wind farm with a rated power of approximately 100-110 MW as well as for a solar farm of about 100 MW in the vicinity of the wind farm. After 6 months of LIDAR wind measurements and all other site investigations by the Client, the Consultant shall optionally:

  • Install a 120m meteorology mast near the LIDAR on the wind farm site in order to improve the bankability of the wind project. The mast shall be measuring for 12 months with optional post-calibration of anemometers
  • After the campaign the client may optionally elect to commission a site calibration using the on-site LIDAR, by subsequently moving the LIDAR to another location on the site, based on advice from the Consultant.
  • The Consultant shall also provide a capacity building seminar on how to understand and use the solar and wind resource reports when their first versions are issued.
  • Qualifications

PEDU invites eligible consulting firms/Consortium (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Core Business: minimum 5 years' experience in providing services for solar and wind measurement campaign,

b) Demonstrate capacity of providing bankable measurements

c) Demonstrate experience of having deployed at least two (2) Wind and two (2) Solar measurements for utility Scale power plants internationally,

d) The Consultant has to be a Measnet member and/or certified to perform wind power performance measurements in accordance with IEC-61400-12

e) The Consultant has to be accredited to perform solar power performance measurements in accordance with ISO/IEC 17025 The consultant shall be illegible to work with International Financial Institutions

f) The consultant shall not be conflicted.

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s Policy on Conflict of Interest.Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

A Consultant will be selected in accordance with the CQS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023.
