Contract Title: CONSULTANCY SERVICES TO CARRY OUT AN END OF PROJECT REVIEW FOR THE SPF -SUPPORT TO ZIMBABWE RECOVERY AND RESILIENCE PROJECT.EOI-MOF-WB-SPF- 02-2022
The Republic of Zimbabwe has received financing from the World Bank towards the cost of the Support to Zimbabwe Recovery and Resilience Project (ZRRP). The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant to carry of an End of Project Review for the SPF – Support to Zimbabwe Recovery and Resilience Project.
The overall purpose of the evaluation is to understand what ZRRP has achieved since its inception in 2020, and to learn lessons to inform future programming for similar interventions. The main objectives of this assignment is to: - a) assess whether ZRRP has achieved the Project Development Objective, b) assess whether ZRRP has delivered planned activities and outputs and whether performance of the indicators has been effective and efficient, c)assess the impact of the outcomes of the Project activities, changes in operations and capacity of relevant stakeholders, and sustainability after Project closure and document best practices and lessons learnt
The evaluation is expected to start on the 1st of December 2022 for an estimated duration of 20 working days.
The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible individual consultants to indicate their interest in providing these services. The shortlisting criteria is: -
- Preferably advanced degree in: Disaster Risk Management, or Civil Engineering, or other relevant fields;
- Extensive experience in project evaluations, including experience with evaluation of DRR projects;
- Experience in implementation of donor funded projects;
- Adequate experience in working in multi-cultural environments, including with senior Government officials;
- Excellent written and verbal communication skills in English.
Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Rules and procedures for the use of consultants Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers
