  • BACKGROUND

The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Distribution, Planning and Design Engineer.

2.0 OBJECTIVE OF THE ASSIGNMENT

To ensure the effective recruitment, appointment, and oversight of Owner’s Engineers and EPC Contractors for the ASSIST Project. The Distribution, Planning and Design Engineer will support the Client (GoSS) in managing the technical and administrative aspects of Components 1, 2, and 3, with the primary objective of meeting World Bank requirements and securing timely No-Objection.

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Assist the Project Manager in the recruitment and selection processes for EPC Contractors in collaboration with the Ministry of Energy and Dams, ensuring compliance with World Bank’s procurement guidelines.
  • Oversight and Coordination of Owner’s Engineers and EPC Contractors
  • Develop and review technical and compliance documentation, including progress reports, design documents, bidding documents and inspection records, to support the Ministry decision-making and adherence to World Bank standards
  • Stakeholder Engagement and Coordination
  • Support the Ministry in strengthening internal technical and project management capacities by providing on-the-job training and guidance to junior staff.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

Bachelor’s degree in Electrical Engineering, Power Systems Engineering,

Master degree in electrical power systems is preferred

Experience

  • Professional Experience: Minimum of 7 years of experience in power systems engineering, with demonstrated experience in overseeing contractor and consultancy services on large-scale infrastructure projects.
  • Prior experience with World Bank or donor-funded projects is highly desirable.
  • Comprehensive knowledge of power systems engineering, distribution network design, and project management.
  • Proficiency in project management software and tools, as well as design software (e.g., AutoCAD, ETAP) and GIS tools.
  • Familiarity with World Bank procurement and project implementation guidelines.
  • Demonstrated experience in developing own distribution network designs is a MUST.
  • Strong organizational and analytical skills, with the ability to manage multiple tasks and maintain quality under tight deadlines.
  • Excellent communication and negotiation skills, with experience in multi-stakeholder engagement.
  • Strong commitment to teamwork and professional ethics.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November, 2020, and September, 2023 setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of initial two (2) Years and renewable subject to availability of funds and satisfactory performance
