Title: Consultancy service to carry out an End of Project Review for the Public Financial Management Enhancement Project (PFMEP).

The Government of Zimbabwe has received a grant from The World Bank to finance the Public Financial Management Enhancement Project.

The overall development objective of the Project is to improve control, transparency and accountability, and oversight in the use of public resources in Zimbabwe. The project will involve the Government of Zimbabwe (GoZ) through the Ministry of Finance & Economic Development (MoFED) expanding the use and coverage of the government-wide financial management system across central government, local authorities, and recently; specific MDAs that are handling Donor Finance Projects (DFPs).

The Government of Zimbabwe intends to apply part of the funding towards the hiring of an individual consultant to carry out an End of Project Review.

The evaluation is expected to start 01 December 2020 for an estimated duration of 30 working days. This will include desk reviews, field work - interviews, and report writing. The contract period may be extended should the need arise for reporting on additional, but relevant issues.

The overall purpose of the evaluation is to understand what PFMEP has achieved since its inception in 2016, and to learn lessons to inform future programming for similar interventions.

The specific objectives of the assignment are as follows:

a) Assess whether PFMEP has achieved (or will achieve) intended outcomes;

b) Assess whether PFMEP has delivered planned activities and outputs effectively and efficiently;

c) Document best practices and lessons learnt.

The main target audience of the evaluation is the Government of Zimbabwe, the World Bank and possibly ZIMREF funding partners.

The Ministry of Finance & Economic Development now invites qualified Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant shall have the following expertise and qualifications:

  • Master’s level degree in Finance, Economics, Accounting, Public Administration, or other relevant field;
  • The consultant must have extensive M&E skills and knowledge in carrying out similar assessments;
  • At least ten (10) years of relevant experience in working for governments and/or international organisations providing technical and managerial support to PFM systems and reforms in the following technical areas: public financial planning, budgeting, accounting and reporting; internal and external; transparency and accountability;
  • Excellent written and verbal communication skills in English.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”) - January 2011, revised July 2014, setting forth the World Bank’s policy on conflict of interest.
