The Republic of Seychelles (“the Borrower”) has received financing from the International Bank for Reconstruction and Development (the “Bank”) in the form of a Loan N.8779-SC (the “Loan”) toward the cost of the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3). The Department of Blue Economy, an implementing agency of the Borrower, intends to apply a portion of the proceeds of this Loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the Department of Blue Economy (hereafter, the ‘Client’), and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Client shall derive any rights from the Agreement or have any claims to the proceeds of the Loan.

The consulting services (“the Services”) include;

The Republic of Seychelles is currently implementing the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3), which became effective in April 2018. The SWIOFish3 project is being implemented through a blended finance approach, primarily financed by the World Bank (IBRD) and the Global Environment Facility (GEF), combined with the investment in a Blue Bond issued by the Government of Seychelles (GoS) to private investors.

Monitoring and evaluation (M&E) of performance, outcomes and results by the Project Implementation Unit (PIU) were considered core components of the project design and constitute a basis for progress reporting to the National Steering Committee and World Bank implementation support missions. This offers opportunities for learning, improvements and lessons learnt to be shared. Altogether, this will contribute towards increased project accountability and transparency.

Similar to any donor funded project, the final project evaluation was identified as a mandatory activity to be undertaken upon project closure. It aims to help the Government of Seychelles, the World Bank and other stakeholders to review in detail the design, implementation, lessons learned and impact of the SWIOFish3 project. The results of the final evaluation will therefore serve as a reference document that could offer guidance for the development and implementation of similar programmes.

The Department of Blue Economy (DBE) is therefore seeking to recruit a consultant to conduct the SWIOFish3 Project’s final evaluation.

Contract Duration: 5 months.

For this assignment, the Department of the Blue Economy (DBE) is seeking a consultant with the following profile and specific qualifications:

• A Master’s degree or higher in project management, monitoring and evaluation, research, statistics, international or development studies, or fisheries science and management

• At least 10 - 15 years’ experience in M&E and in undertaking evaluations of development assistance projects, including knowledge and experience in applying relevant evaluation criteria (e.g. OECD-DAC).

• Demonstrated experience with good understanding about the data collection and analysis methods;

• Experience with conducting similar work on a World Bank funded project will be advantageous. Provide two or three similar works as reference;

• Full proficiency in written and spoken English is a requirement;

• Strong interpersonal skills with emphasis on written and verbal communication;

• Excellent analytical and critical thinking skills.

The procurement process will be conducted according to the World Bank guidelines for selection and employment of consultant, Ed 2011 revised July 2014 and the services contracted through the Department of Blue Economy (SWIOFish3 Coordination on behalf of Government).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interest’s paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.
