Name of Consulting Assignment:Introduction of an Environmental and Social Management System for the Development Bank of SeychellesThe Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3) is the project framework for the Blue Bond issued by the Government of Seychelles. Eighty percent of the Blue Bond proceeds is being used to capitalise the Blue Investment Fund (BIF) of the Development Bank of Seychelles (DBS). The SWIOFish3 project currently assists DBS with their Environmental and Social (E&S) requirements as per the World Bank safeguards policies. This includes conducting eligibility checks, E&S screening, assist BIF applicants with development of supplementary safeguards instruments as well as monitoring and supervising the implementation of these instruments.To continue the implementation of the safeguards requirements after project closure June 2024, the World Bank recommended the need to establish an Environmental and Social Management System (ESMS) within DBS. An ESMS is a collection of procedures and techniques used to integrate environmental and social objectives into an organization’s projects and operations. The ESMS will focus on ensuring that projects that the DBS is involved in adhere to best practice and standards such as those of the World Bank’s environmental and social standards, among others, and Seychelles laws in terms of environmental and social practices. It will also allow DBS to access international funding sources related to sustainability. For this reason, the SWIOFish3 project urgently requires the services of an individual consultant to assist in the first steps of the process of establishing an ESMS for DBS.The specific objectives of the assignment are:• Conduct awareness training on the benefits and processes for establishing an ESMS within DBS.• Conduct a review of existing systems and structures in DBS.• Prepare a work plan which sets out the necessary steps, timeframes, responsibilities and resources needed to prepare an ESMS.For this assignment, the Department of the Blue Economy (DBE) is seeking an individual consultant with the following profile and specific qualifications:• Master’s degree in a relevant technical field such as environmental assessment/management or social sciences;• A minimum of five years’ work experience in environmental and social management;• Proven experience in developing and implementing Environmental and Social Management Systems or related frameworks, with previous experiences in fisheries or/and natural resources sector would be an advantage.• Proven experience related to environmental and social safeguards policies of the World Bank and/or other donor agencies (African Development Bank, Asian Development Bank, French Development Agency, etc.) would be advantageous.• Knowledge and experience in the banking/financing sector would be an asset.• Strong analytical, report writing, oral skills with a strong emphasis on verbal and written communication;• Full proficiency in written and spoken English is a requirementApplication processExpressions of Interest (EOI) shall consist of a cover letter and Curriculum Vitae.
