Name of Consulting Assignment:Monitoring and evaluation support for data quality review, results framework, final evaluation preparationThe Republic of Seychelles is currently implementing the Third South West Indian Ocean Fisheries Governance and Shared Growth Project (SWIOFish3), which became effective in April 2018. The SWIOFish3 project is being implemented through a blended finance approach, primarily financed by the World Bank (IBRD) and the Global Environment Facility (GEF), combined with the investment in a Blue Bond issued by the Government of Seychelles (GoS) to private investors.Monitoring and evaluation (M&E) of performance, outcomes and results by the Project Implementation Unit (PIU) were considered core components of the project design and constitute a basis for progress reporting to the National Steering Committee and World Bank implementation support missions. This offers opportunities for learning, improvements and lessons learnt to be shared. Altogether, this will contribute to better project accountability and transparency. Some of the key M&E events identified for this project is the Mid-Term Evaluation (MTE), external Data Quality Review (DQR) six months before the closing of the program, yearly reporting of project performance against the results frameworks and the Final Project Evaluation.The Department of Blue Economy (DBE) is now seeking to recruit a consultant for conducting the SWIOFish3 project Data Quality review, updating and validating the reporting on the Results framework, and provide support in preparing the project for the Final evaluation. This will be supported by the Project Implementation Unit (PIU) through the Monitoring and Evaluation Specialist (MES) who will ensure that all information deemed relevant is available.The specific objectives of the assignment are:The objective of this consultancy assignment is to;• Verify the quality of the data and assess the system that produces that data to increase the credibility of performance reporting.• Update and validate the reporting on the implementation of the Project Result Framework.• Prepare the project for the final project evaluation.Qualification, Skills and Experiences RequiredFor this assignment, the Department of the Blue Economy (DBE) is seeking a consultant with the following profile and specific qualifications:• A master’s degree or higher in project management, monitoring and evaluation, international or development studies, or related discipline.• 7-10 years’ experience in M&E, including conducting M&E on development assistance projects, reporting on project indicators and evaluating project outcomes and impacts.• Strong quantitative and qualitative analysis skills.• Full proficiency in written and spoken English is a requirement.• Excellent analytical and critical thinking skills.Application processExpressions of Interest (EOI) shall consist of a cover letter and Curriculum Vitae of Experts.
