Subject: Request for Expression of Interest (REOI) for the Preparation of Design and Technical Documents for the Construction of a Commercial Fish Feed Mill and Installation of a Solar Power System for Klay Hatchery

The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for the preparation of detailed design and technical documentation for the construction of a commercial fish feed mill and the installation of a solar powered system for the Klay Hatchery located in Klay, Bomi County, Liberia.
NaFAA envisions that the construction of the commercial fish feed mill at the hatchery will support research activities in the production of quality fish feed which will be made available on a commercial scale to the general public. To further ensure that the feed mill, which is en-housed at the Hatchery, is fully functional all year round, a solar powered system is to be developed and installed at the hatchery to cater to the electrical needs of the hatchery.
The objective of the assignment is to contract a consultant to do the technical aspects required and prepare complete Engineering and Architectural Designs, Technical Specifications and Bills of Quantities (BOQ), for the construction of the commercial fish feed mill and installation of a solar power system for the hatchery.
The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, provide completion certificates of past services, experience in similar conditions, availability of appropriate skills and staff, etc.)
The shortlisting criteria include the following qualifications:
Firm Qualification Requirements and Composition of Key Experts:
The selected firm is expected to have a minimum of ten (10) years of general experience in architectural design and the implementation of vertical structures. In addition, the firm must demonstrate at least seven (7) years of specific experience in the design and execution of solar-powered vertical structure projects, including at least one project funded by a development partner or donor agency.
It is estimated that a total of fifteen (15) person- months of key professional time, broken into a maximum of 3 person- months for the assignment. The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposals. The proposed key staff listed below will not be evaluated at this stage. The key staff expected for the services include the following: a Project Manager, an Electrical Engineer, a Geodetic Surveyor, an Architectural Engineer, a Mechanical Engineer, an Environmental Specialist and a Solar System Designer.
All staff members must be proficient in the English language and computer literate in applications related to reporting as per their areas of specialization.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s policy on conflict of interest. The Consultancy Firm will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the Procurement Regulations.
