- Background
The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.
The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. It is also the responsibility of the PMU to ensure that all project activities are consistent with the project documents (such as the basic package of health and nutrition, Boma health initiative, project appraisal document, legal documents and other subsequent documents and agreements. Furthermore, the PMU must maintain continuous oversight of all project activities.
The Ministry intends to apply part of the proceeds of the grants towards procurement of Nutrition Officer to support HSTP in addressing Nutrition issues, specially, among pregnant women and children. The Nutrition Officer shall contribute towards the realization of project objectives on Nutrition.
- Scope of services
- Conduct consultative meetings with relevant government stakeholders, in particular the Ministry of Agriculture and Food Security, Directorate of Nutrition at the Ministry of Health, Health Cluster Nutrition Group, Emergency Nutritional Cluster at the Ministry of Humanitarian and Disaster Management, the Management Organizations and TPM, UN partners and civil society organizations, and key informants to identify existing nutritional coordination mechanisms and nutritional clusters and build linkages and complementarities.
- Review and analyze the MOs nutritional program and interventions and ensure that the nutritional interventions are in full compliance with MoH’s policies and guidelines, including BPHNS and national nutritional emergency response plan.
- Desk review of the MoH’s nutritional surveys and Management Organizations’ community nutritional baseline assessment to determine the scale of malnutrition and provide technical advice on the required needs to response appropriately and proportionally to address the severity of malnutrition.
- Prepare and implement plan for nutritional supervisory field visits to selected counties, based on the severity level of malnutrition, to monitor implementation of the nutrition interventions and assess performance and progress on nutrition KPI.
- Collaborate with Management Organizations to design a fresher training plan on CMAM/MIYCN, and participate in the training of SMoH, CHDs and IPs nutritional officers and health workers at HFs and nutritional centers.
- Support MoH in planning and implementation of Bi-annual Vitamin A and Deworming campaign, integrated into Polio or Measles campaign.
- Collaborate with TPM to design and implement nutritional check list for KPI to monitor implementation of nutrition interventions and assess performance of the MOs and IPs.
- Use of project-level monitoring tools to track progress and inform unit reporting throughout the year.
- Carry out such tasks as may be requested by the Field Operations Officer or his/her designate.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.
- Duration:
The Nutrition Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.
- Qualifications and Work Experience
The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.
A. Educational Qualifications
- Bachelor’s degree in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research.
B. Professional Experience
- Minimum 5 years of direct experience working in the area of nutrition, with on-the-ground experience in the Republic of South Sudan.
- Experience in providing high-level strategic and practical advice and technical support to donors, multilateral and community organizations, and policymakers on what works to improve nutritional situation.
- Direct experience in collecting and analyzing data related to Nutrition and internationally acknowledge methods for comparing nutritional data across countries.
- Sound English language capability (written and spoken) and report writing skills.
- Excellent computer skills and demonstrated knowledge in using Microsoft Words Processor.
