  • The Government of The Gambia has received financing from the World Bank toward the cost of the Renovations, Extensions and New Construction Works at the BrikamaBa Health Centre, BtikamaBa, Central River Region and intends to apply part of the proceeds toward payments under the contract for Renovations, Extensions and New Construction Works at the BrikamaBa Health Centre, BrikamaBa, CRR. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  • The Projects Coordination Unit, Ministry of Health, now invites sealed Bids from eligible Bidders for Renovations, Extensions and New Construction Works at the BrikamaBa Health Centre, BrikamaBa, CRD.

The Construction works include renovations of clinical, residential and utility structures complete with electrical and sanitary fittings, as well as external works and services including mains supplies and backup systems for electricity and water supply systems. More specifically, the works comprise:

  • Rehabilitate 4nr clinical facilities including 01 Labour Ward, 02 New Maternity Ward, 03 Public Health and 04 RCH building, plus 41 OPD Wait Shed, all complete with renewed electrics and water supply;
  • Rehabilitate 5nr, staff quarters including 21 ICU quarters; 22 quarters; 23 quarters, 24 quarter and 26 quarters;
  • Construct new structures including C-Section operating theatre; junior staff apartments, 1 block of 4 units; kitchen and maintenance units;
  • Upgrade site services including electrics DBs, circuits, and backup generators and solar systems and water supply including borehole, water treatment and storage, distribution; and drainage including chambers

The period for construction is 9 months (5.5 new construction, 3.5 renovations).

The required qualifications for bidders are:

  • Ten (10) years’ experience in construction;
  • At least five (5) construction projects completed over last ten (10) years involving fully serviced structure with contract sums in excess of fifty million dalasi (GMD 50,000,000), preferably including renovations;
  • Average annual turnover of seventy five million dalasi (GMD 75,000,000) from construction activities over the last five (5) years;
  • Liquid assets or lines of credit from banks, suppliers and others of twenty million dalasi (GMD 20,000,000) exclusive of any other current commitments.
  • Capacity to complete construction works within specified construction period of 9 months.

No margin of preference shall be applied.

Bidders should submit a Tax Clearance Certificate from the Gambia Revenues Authority

Bidders should note Withholding Tax will apply.

Bidders should note Duty Waiver will be granted provided selected Contractor is in possession of valid tax clearance certificates.

Bidders should note medical and health services at the Brikamaba Site will be on-going during the construction period, with attendant requirements for control of noise, vibrations, dust and so on. Specific building will be evacuated as per the Contractor’s work programme.

  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  • Bids must be delivered to the address stated in Item 4 on or before 12:00, 18th April 2024. Electronic Bids will be received and opened only with evidence that hard copy was submitted or dispatched by courier before the submission deadline. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated represent-tatives and anyone who chooses to attend at address in Item 4 on 12:30, 18th April 2024.

Where there is conflict between the hard copy and electrical copy the hard copy will prevail

  • All Bids must be accompanied by a Bid Security of two million Gambian dalasi (GMD 2,000,000)
  • All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
