INVITATION FOR BIDS (IFB)

INTERNATIONAL COMPETITIVE BIDDING (ICB)

• This invitation for bids follows the general procurement notice for this project that appeared in Dg Market of 31 January 2012.[1]

• The Government of Botswana has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of implementation of the Integrated Transport Project and intends to apply part of the proceeds of this loan for payments under Output and Performance-Based Road Contracting (OPRC) methodology for the Design, Build and Transfer of Selected Urban Road Intersections MTC/BITP/WB-T10268/2017-2018 (003).

• The Botswana Roads Department now invites sealed bids from eligible bidders for the Design and Construction of geometric improvements at 129 signalized intersections in the urban road network of the city of Gaborone[2]. The delivery/construction period is 24 months.[3]

• Tenderers in order to be considered for the award of the contract shall have; Construction:- (i) Minimum average annual turnover of US$ 20 Million during last five (5) fiscal years, (ii) access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet cash-flow requirement: US$5 (five) Million, (iii) completed one Urban Road contract of at least US$25 Million or two Urban Road contracts of at least US$13 Million each over the last five years; Consultancy:- (i) implemented similar projects such as Design and/or supervision for urban intersection Improvements and Pavements over the period of the last five (5) calendar years prior to bid submission; completed one (1) Consultancy contract in value of US$200,000 for the design of new (or improvement of) urban Road intersections similar to this project in the last five (5) years, completed one (1) Consultancy contract in value of US$200,000 for the detailed design of new (or improvement of) urban or rural Roads in the last five (5) years

• Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants, January 2011, Revised in July 2014, and is open to bidders from all countries as defined in the guidelines.[4]

• Interested eligible bidders may obtain further information from and inspect the bidding documents at “The Director of Roads, Roads Department Headquarters, Plot 54690, Westgate Mall (Along KT Motsete Drive or Western Bypass) Gaborone, Botswana “The Director of Roads ATTN: Tinabo Seloko, E-mail: [email protected] , Fax: +267 3191711 Tel: 00 267 3913511/3657981” from 0730hrs to 1600hrs.

• A complete set of bidding documents in English Language may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee[5] of Botswana Pula (BWP) 1000.00 or equivalent.

• The method of payment will be by cash or Bank demand draft in favour of Botswana Government, Bank of Botswana, Branch Code: 91-01-67, Swift code: B BOT BW GX, Account: 01010 00016 620000 (The bidder shall then fax the deposit slip to the Botswana Road Department Headquarters at fax number +267 3191711 for the attention of Mr Tinabo Seloko so that the documents are sent immediately

• The Bidding documents can be collected from Botswana Roads Department Headquarters, Office number 232 starting from 10 November 2017 during working hours [i.e. 0800hrs to 1230hrs and 1400hrs to 1600hrs local time. (GMT+2:00)]

• Bidding documents requested by mail will be dispatched by registered speed post or courier on payment of an extra amount of BWP 800, 00 or equivalent for overseas shipping. The Botswana Roads Department will not be held responsible for the postal / courier delay, if any, in the delivery of the documents or non-receipt of the same. Other details can be seen in the bidding documents.[6]

• A pre-bid meeting and compulsory site visit with representative of the Roads Department and Consultant will be held on the 11th December 2017 from 0730hrs to 1200hrs and from 1400hrs to 1630hrs at Roads Department Headquarters Second Floor Conference Room comprising the following:

• Overview of contracting methodology and financing

• Site visit of the Project including the location of the affected intersections.

• Clarification issues and to answer questions on the matters that may be raised at that stage.

• Bidders are encouraged to provide written/email notification to the Employer at the addresses indicated above, at least 2 (two) weeks in advance of their intention to attend the pre bid conference. The Bidder is responsible for providing his own transport at all times during such pre bid conference and site visits. The Employer takes no responsibility for providing any transportation or other needs to the Bidder during the pre-bid conference and site visits. Costs associated to the pre bid conference and site visits are borne by the Bidder.

• Bids must be delivered to the address below by 0800hrs on the 23 February 2018. All bids must be accompanied by a bid security of BWP400, 000.00 or an equivalent amount in a freely convertible currency.[7] Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address below[8] at 0800hrs on the 23 February 2018.

• Bids must be delivered in one (1) original and two (2) copies, in sealed envelopes and should be delivered at the address below and addressed to “The Secretary, Ministerial Tender Committee, Private Bag 00414, , Plot 54690, Westgate Mall (Along KT Motsete Drive or Western Bypass, Gaborone, Botswana” by 0800 hours local time. (GMT+2:00) on the 23 February 2018. Late bids will be rejected. The submissions shall be opened immediately thereafter in the Ground Floor Conference Room of the offices of the Ministry of Transport and Communications in the presence of Bidders or their authorised representatives, who may wish to be present.

• All bids must be accompanied by a Bid Security of BWP400, 000.00 or its equivalent in a convertible currency.
