CONSULTING SERVICES: Technical Assistance for Review and Redevelopment Community Mobilisation Materials.

1-The Government of South Sudan (GoSS), received a grant from World Bank to implement a five-year project entitled “Building Skills for Human Capital Development in South Sudan (BSHCDSS)”, Project Identification Number P178654. The project is being implemented by Ministry of Higher Education, Science and Technology (MoHEST), and Ministry of General Education and Instruction (MoGEI). The project is supporting the country in addressing skills constraints in education and agriculture sectors. Based on aforementioned, the MOGEI intends to apply portion of the proceed to fund the position of TA for Materials Development on a contract basis.
The BSHCDSS project seeks to identify a credible and expert individual consultant to gather and review existing materials and to consolidate, revise, and redevelop/adapt a series of training manuals and materials relevant to the needs of the target schools and communities. The materials will primarily be used by Civil Society Organisations (CSOs) recruited by MoGEI to support community engagement in education and to strengthen local school leadership and management.
2-OBJECTIVES OF THE TECHNICAL ASSISTANCE
The overall objective of the assignment is to support the Project Implementation Unit (PIU) in gathering and reviewing existing materials and to consolidate, revise, and redevelop/adapt a series of training manuals and materials relevant to implementation of Community Mobilisation and School Management by contracted CSOs in the 200 target schools and communities in their catchment areas.
3-SCOPE OF WORK
The individual consultant shall work in closely with MoGEI and education partners, collect and review relevant training materials and manuals developed on a variety of topics, including but not limited to:
•
- Relevant school policies;
- Establishment of SMCs and PTAs
- Training of SMCs and PTAs on roles and responsibilities, school leadership and management;
- School development plans and budgets;
- Community mobilization and engagement in education and local fundraising;
- Gender-equality sensitization (including enrolling girls in school, gender-based violence prevention and response, child marriage, etc);
- Age-appropriate sexuality education;
- WASH and health education;
- School nutrition and school feeding (in collaboration with WFP/UNICEF);
- Climate change and adaptation/mitigation strategies;
- Community and school level disaster and risk preparedness.
- Adapt or redevelop training manuals and materials targeted at 1) community mobilization and engagement, and 2) strengthening of school leadership and management (training of PTAs and SMCs). This should be done in close conjunction with the MoGEI PIU, and in consultation with other partners as appropriate.
- Develop plan for pilot testing; pilot test materials; revise and finalize materials.
- Develop orientation materials for CSOs and a phasing plan to deliver orientation training.
- Provide orientation to CSOs. This should include a standardized approach for CSOs ensure consistent delivery of interventions across project locations.
- Provide initial training for government officials from payam, county, state, and national levels on supervising and monitoring the delivery of these interventions through the decentralized system.
Materials should be developed in such a way as to ensure that community leaders are fully involved. The consultant will work closely with MoGEI to build on contextual knowledge, relevance of the material, finalizing the themes and topics, conducting relevant consultations, and developing a delivery and phasing plan for training.
3- Overall Responsibilities
- Catalogue and reference of all training materials sourced and reviewed.
- Brief report on outcomes and key highlights from the review and approach used to adapt or develop the training materials and manuals.
- Community engagement strategy for CSOs that includes the main goals, themes, methodology, and approach, and plans for community involvement with clear visibility of local leaders.
- Draft 1 of community engagement materials to be implemented by CSOs (with a series of themes to be discussed at routine meetings: currently based on monthly meetings for first six months followed by quarterly meetings).
- Draft 1 of PTA/SMC training materials (including but not limited to):
- Manuals on establishment of and roles and responsibilities of PTA/SMCs – based on MOGEI’s and other existing materials.
- Training materials for PTAs and SMCs (based on topics agreed-upon with MoGEI).
- Manuals for development of School Development Plans and budgets, and guidelines for CSOs on how to support PTA/SMCs through this process.
- Training materials for CSOs on their roles and responsibilities and materials they will be delivering.
- Materials for initial training of government officials.
- Report from piloting of training materials, including approach used in the pilot, feedback, revisions to be made, and timeline for finalization.
- Final drafts of all training materials and manuals.
- Training strategy and phasing plan for orientation of CSOs.
- Feedback report following orientation of CSOs and training of government officials.
4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.
5- Duration: The assignment will be for a period of six (6) months with a possibility of extension subject to satisfactory performance and availability of funds.
6- MINIMUM CONSULTANT’S QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
The individual Consultant should have the following minimum qualifications and experience:
- A Master’s degree in Education, Social Sciences or a related field.
- At least ten (10) years of experience in the field of international development, with a focus on education or community mobilization a plus.
- Demonstrated experience in development of curriculum and training materials. Experience in developing materials for use at the community level or focusing on school leadership or school management is an added advantage.
- Experience in organizing and leading trainings.
- Experience working with World Bank or similar international organizations.
- Experience in a post-conflict country environment such as South Sudan is a plus.
- Excellent written and verbal communication skills in English.
- Excellent report writing skills.
- A high level of interpersonal and management skills and ability to work with teams in the organization at all levels.
- Must be able to work under pressure and tight deadlines.
- Must be willing to travel and collaborate closely with all stakeholders.
- Excellent computer skills, including Microsoft Word, Microsoft PowerPoint and Electronic Document Management is mandatory.

8- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
9- A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IFP Borrowers' Fifth Edition of September 2023 (“Procurement Regulations”) for selection of individual consultant.
